City of Waterloo City Council met Sept. 19.
Here are the minutes provided by the council:
1. The meeting was called to order by Mayor Smith at 7:30 p.m.
2. The following Aldermen were present: Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller.
3. Pledge of Allegiance led by Mayor Tom Smith.
4. Correction or Withdrawal of Agenda Items by Sponsor. None.
5. Approval of Minutes as Written or Amended.
Approval of City Council Meeting Minutes dated 09-06-22. Motion made by Alderman Darter and seconded by Alderman Heller to approve the City Council Meeting Minutes from 09-06-22. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.
6. Petitions by Citizens on Non-Agenda Items. None.
7. Reports and Communications from the Mayor and other City Officers.
A. Report of Collector.
The report is in the packet.
Motion to accept the Collection Report was made by Alderman Row and seconded by Alderman Darter. Motion passed unanimously with Aldermen Row, Heller, Notheisen, Matt Buettner, Hopkins, Trantham, Darter and Kyle Buettner voting ‘yea’.
B. Report of Treasurer.
The report is in the packet.
Motion to accept the Treasurer Report was made by Alderman Darter and seconded by Alderman Heller. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Notheisen, Matt Buettner, Hopkins and Trantham voting ‘yea’.
C. Report of Subdivision and Zoning Administrator. No report.
D. Report of Building Inspector / Code Administrator.

E. Report of Director of Public Works.
Moore Street at Columbia Avenue was recently asphalted.
F. Report of Chief of Police.
∙ The WPD will be receiving a free bulletproof canine vest for Toby.
∙ North Market will be closed on 09-20-22 for the Queen of Hearts Drawing from 5 to 8PM. Street closure will be from First to Fourth Street.
G. Report of City Attorney. No report.
H. Report and Communication by Mayor.
1. Presentation of Mayor’s Commendation to Wightman Pharmacy in Recognition of their 125th Anniversary.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

12. Miscellaneous Business.
A. Consideration and Action on Approval of Bid for Exterior Brick Repairs and Cleaning at the Waterloo City Hall from Roland Tuckpointing, Inc. in the amount of $25,000.00. This is the first of a three-phase project. A discussion was held as to if a bid process was needed before approval. In addition, would this approval commit the City to all three phases or just the first phase? Another question was if any of the committees reviewed and/or recommended this bid.
Motion made by Alderman Notheisen and seconded by Alderman Darter to table this petition until further research could be made, and the City Attorney had an opportunity to determine if this project needs to go out to bid.
Motion passed unanimously with Aldermen Notheisen, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row and Heller voting ‘yea’.
13. Discussion of Matters by Council Members Arising After Agenda Deadline. None.
14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 7:42 p.m.
