City of Red Bud Recreational Facilities Committee met Nov. 21.

Here are the minutes provided by the committee:

Committee Members Present: Kyle Donjon, Rodney Nevois, Alan Piel, Jeremy DeMond, Bill Hanebutt

Committee Members Absent:

Others Present: Acting Mayor Susan Harbaugh, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Attorney Paul Ray, City Superintendent Josh Eckart

Others Absent: City Clerk Joanne Cowell, Code Administrator Jeff Mueller

Committee Chairman called the meeting to order at 6:32 P.M.

II. YMCA / Swimming Pool Agreement

a. Swim Team

Currently required to purchase a pool pass to use the pool as a swim team member. Swim team is managing snack stand sales during meets and retains the proceeds from their sales. YMCA mentioned that the city is covering the cost of two lifeguards during all swim team practices and for the meets. Discussion about this has been held on and off throughout the year. We just want the city council to be aware of where the costs are being incurred.

Schwartzkopf asked if the costs could be broken down categorically for swim team practices, swim meets, parties, water aerobics, etc.

Wage increases have gone up and have not been reflected in what is charged for passes and classes that are offered. There are many changes being recommended in the agreement for next year.

b. YMCA 2022 Swimming Pool Invoice

Motion made by Donjon, seconded by Piel, to approve the YMCA Invoice for the 2022 Swimming Pool Season. Motion carried.

c. YMCA Swimming Pool Agreement for 2023 Season

There are some guidelines being given to try to curb some of the losses that have been occurring. We are also trying to develop a marketing plan to promote the pool and the services/classes. Additionally, the snack stand not being opened since COVID is a problem and is being addressed.

YMCA is also working to correct some of the accountability at the pool such as lifeguards in the bathhouse on their phones.

Chemicals have also been an issue.

We will continue to work on the agreement and Poetker will share it with everyone electronically so everyone can start to review it.

Management of the filtration system is also being looked at to ensure that cleaning and checks are being done on a timely basis.

YMCA has been very receptive to changes and taking responsibility for some of the deliverables, costs, lack of programs, etc. There has been a problem finding adequate staff for operations at the pool.

Hanebutt mentioned the potential of the city taking the operations of the swimming pool back over. Donjon felt that getting lifeguards trained was one issue. Poetker mentioned that the YMCA will train lifeguards independently of the YMCA employment. Mayor Harbaugh has given thought to the city operating the pool as well, and would like for the 2023 season to be the evaluation period to take corrective action. There is also some additional liability involved if we were to manage it ourselves. We will be up front and honest about our expectations. Donjon would like to see more progress.

One idea is to send a flyer home with kids before school dismisses for the summer that includes all of the events for summer. We are going to work on some of those changes.
