Perry County Board of Commissioners met Nov. 30.

A special meeting of the Perry County Board of Commissioners convened at 5:30 p.m. on Wednesday November 30, 2022 at the Perry County Government Building, Pinckneyville, IL.62274
OPENING
Chairman Bruce morgenstern called the meeting to order at 5:30 p.m. The Pledge of Allegiance to the Flag of the United States of America was recited by those in attendance.
County Clerk Bobby kelly called the roll. The following members answered the call of the roll: Commissioner Folden present, Commissioner Bigham absent and Chairman Morgenstern was present.

APPROVAL OF AGENDA
Chairman Morgenstern - Before we approve the agenda, does anyone want to be added to Public Comments? Chairman Morgenstern made the comment that he wanted to table Resolution #6, then called for approval of the meeting agenda.
Commissioner Folden moved the agenda for the meeting be approved. Chairman Morgenstern seconded the motion. On voice vote, the motion was approved.
APPROVAL OF MINUTES
Chairman Morgenstern asked for the approval of the Board of Commissioners meeting minutes of the November 3, 2022 regular meeting and the November 15th, 2022 regular meeting. Chairman Morgenstern called for corrections. There were none.
Commissioner Folden made the motion the, minutes of the November 3, 2022 regular meeting and the November 15th, 2022 regular meeting be approved. Chairman Morgenstern seconded the motion. On voice vote, the motion was approved.
RESOLUTIONS:
1. Resolution to approve the 2023 budget Chairman Morgenstern said that there were some changes on the budget. Commissioner Folden explained some increases on various line items and some reduced but at the end of the day we have a balanced budget that I believe is very good for the tax payers of Perry County. Commissioner Folden made the motion Chairman Morgenstern second the motion on roll call 3 Ayes
2. SUP-22-10 Great Plains Solar, LLC. Special use permit Application for 100-Megawatt (MW) AC solar electric generations facility being developed by Ranger Power LLC. In Perry County Illinois. Becky Tracy Zoning Administrator explained that this was another 100 (MW) and they lease around 650 acres more. This is a separate one than the original one, this one will be called Great Plains Solar and its life span is around 40 years potentially. Commissioner Folden if that they would be considerate to their adjoining owners, Roseanne commented that they do due diligence with adjoining land owners. Commissioner Folden made the motion Chairman Morgenstern second the motion on roll call 2 Ayes 1 ab.
3. SUP-22-11 Richard Marshall to operate a bait and tackle business with drinks, ice, snacks and package liquor at 1307 State Route 4, Willisville, Illinois 62997. Becky explained this was a building purchased by Mr. Marshall and wanted to start a bait and tackle shop with drinks and snacks and Liquor license but under the understanding that he still has to apply for a liquor license and that the area was considered an R-2. Chairman Morgenstern made the motion Commissioner Folden second the motion on roll call 2 Ayes 1 absent
4. Resolution Perry County Board agrees to participate in the service program of the office of the States Attorneys Appellate Prosecutor, commencing December 1,2022 and ending November 30,2023. Dave Searby explained that this was just a normal every year agreeing to be participated in the appellate prosecutor program starting December 12-01-2022 ending November 30, 2023. Commissioner Folden made the motion Chairman Morgenstern second the motion on roll 2 Ayes 1 Absent
5. Resolution: Approve Raffle License Delta Theta Tau Epsilon Lambda. Commissioner Folden made the motion Chairman Morgenstern second the motion on roll call 2 Ayes 1 Absent
6. Resolution: Approve to rescind Resolution 2019-R-59 Declaration of Financial Emergency. TABLED .
Discussion: County Clerk moving December 8th meeting December 12th County Clerk spoke about needing to move the December 8th meeting to December 12th

PAYMENT OF CLAIMS
Board members examined claims presented for payment.
Chairman Morgenstern moved to approve the payment of bills when money becomes available, Commissioner Folden seconded the motion. On roll call 2 Ayes 1 Absent
ADJOURNMENT OF COUNTY BOARD MEETING
There being no further business to come before the Board, the Chairman said he would entertain a motion to adjourn.
Chairman Morgenstern moved the Board adjourn and convene the next meeting on Thursday, December 12, 2022 at 5:34 p.m.
