City of Columbia City Council met Dec. 19.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, and Lawlor.

Absent: None.

Quorum present.

Administrative Staff present:

Gerald Siekerka addressed the Council regarding the sewer lagoon.

Mayor Hill wished everyone a Merry Christmas and a Happy New Year.

There were no Alderman Comments & Announcements.

H. Comments & Announcements - Department Directors

City Administrator Douglas Brimm reviewed the City's Municipal Electric Aggregation Program.

City Engineer Chris Smith updated the Council on upcoming projects.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the December 5, 2022 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the December 5, 2022 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of December 1, 2022 through December 15, 2022 totaling $837,762.00

4. Motion to Accept Statement of Funds for November 30, 2022

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Holtkamp, to approve the Consent Agenda.

Motion Passed.

J. Unfinished Business

1. Ordinance No. 3633 Amending Section 12.32.080 of the City of Columbia Municipal Code to Change the Rules Governing the Allowance of Animals in City Parks

Director of Community Development Scott Dunakey stated there were minor revisions made to the Ordinance since it was presented at the last Council meeting to improve clarity and consistency. Mr. Dunakey mentioned the signs will cost $18.50 apiece and will state the ordinance number on them.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Martens, to approve the Consent Agenda .

2. Resolution No. 2022-34 Approving a Side Letter of Agreement Between the City of Columbia and the United Steelworkers (Department of Public Works Continuing Education)

Motion:

It was moved by Alderman Huch, and seconded by Alderman Garmer, to pass and approve Resolution No. 2022-34, a Resolution Approving a Side Letter of Agreement Between the City of Columbia and the United Steelworkers (Department of Public Works Continuing Education).

Motion Passed.

3. Resolution No. 2022-35 Approving a Side Letter of Agreement Between the City of Columbia and the United Steelworkers (Department of Public Works Insurance Contribution Rates)

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Niemietz, to pass and approve Resolution No. 2022-35, a Resolution Approving a Side Letter of Agreement Between the City of Columbia and the United Steelworkers (Department of Public Works Insurance Contribution Rates).

Motion Passed.

4. Continued Discussion of a Referendum Pertaining to Home Rule Authority

Mr. Brimm led a discussion regarding a referendum pertaining to Home Rule Authority. Mr. Brimm explained the City Council and the Electors of the City of Columbia should consider Home Rule for Columbia because it provides the greatest level of local control available to municipalities.

After a brief discussion, Mr. Brimm explained a resolution will be presented at the January 3, 2023 Council meeting for consideration and the deadline to file the referendum is January 17, 2023.

K. New Business

1. Motion to Award Bid for Valmeyer Road Reconstruction Project to DMS Contracting, Inc. in the Amount of $901,752.00

Motion:

It was moved by Alderman Martens, and seconded by Alderman Khoury, to Award Bid for Valmeyer Road Reconstruction Project to DMS Contracting, Inc. in the Amount of $901,752.00.

Motion Passed.

2. Discussion of an Application to Rezone Two Parcels from A-1 Agricultural District to R-3 One-family Dwelling District Located at 334 BB Rd. and 2530 Quint Ln.

Director of Community Development Scott Dunakey reviewed the Plan Commission Report. Mr. Dunakey stated the Plan Commission recommended approval of the request as submitted.

An ordinance to Rezone Two Parcels from A-1 Agricultural District to R-3 One-family Dwelling District Located at 334 BB Rd. and 2530 Quint Ln . will be presented at the January 3, 2023 Council meeting for consideration.

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(l) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body and 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body.

Motion:

It was moved by Alderman Martens, and seconded by Alderman Niemietz, to direct the Mayor to go into Closed Session at 8:18 PM to 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body and 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:42 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, Lawlor, and Mayor Hill were present.

M. Announcements

Mr. Smith announced there will be a FEMA flood map open house on January 17, 2023 from 5:30-7:30 PM at The View at 11 South.

N. Adjournment

Motion:

It was moved by Alderman Martens, and seconded by Alderman Lawlor, to adjourn the Regular City Council meeting held Monday, December 19, 2022 at 8:43 PM.

Motion Passed.
