City of Pinckneyville City Council met Dec. 27.

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Ricky J. Cicardi, Kevin B. Hicks, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Tyson Tanner. The Pledge of Allegiance was led by Commissioner Cicardi.

PREVIOUS MINUTES

Commissioner Peradotta made a motion to approve the minutes of the December 12, 2022, regular council meeting. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending November 2022 was $9,313,939.02 up from last year, and unrestricted balance total was $1,981,025.61 also up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable with two additional invoices - $50.00 from Stiles and $71.00 from Terminix. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks thanked everyone who helped and assisted with the unfortunate fire that burned down The White Rabbit the evening of December 22, 2022, and days afterward. He stated they worked in sub-zero temperatures and windchills. He thanked the firefighters from the Pinckneyville Fire Department and their families, Du Quoin Fire Department, Tamaroa Fire Department, and Nashville Fire Department; Pinckneyville Police Department, Perry County Sherriff’s Department, Pinckneyville Ambulance Service, Tim Albers of HMG, Utility and Street Department workers, Commissioner Cicardi, Mayor Spencer, Ameren Electric, Hagene Excavating, Casey’s and Moto Mart, and many others all assisted in some way. The City of Pinckneyville appreciates all their hard work and efforts. He thanked God for the west winds or more buildings could have been lost.

Commissioner Cicardi thanked the Utility Department, Water Plant Operators, and Street Department workers who had to turn off gas and water related to the fire and cold temperatures. He stated they worked a lot of overtime over the holiday weekend.

Mayor Spencer stated he was on the phone with Tim Albers of HMG over the weekend and the communication was good. He stated all departments helped in some way to support the community over the weekend.

RESOLUTION NO. R-2022-51 TO ENTER INTO A NON-HAZARDOUS WASTE SERVICE AGREEMENT WITH PERRY RIDGE LANDFILL, INC. (SLUDGE DISPOSAL)

Commissioner Cicardi introduced Resolution No. R-2022-51, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a non-hazardous waste service agreement with Perry Ridge Landfill, Inc. (Sludge Disposal). Commissioner Cicardi stated the City currently uses land application of sludge, but this is for when there is excess that needs to be disposed. Commissioner Cicardi made a motion to place on file Resolution No. R-2022-51. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PURCHASE TURBIDIMETER AND SC4500 CONTROLLER FROM HACH

Commissioner Cicardi requested approval of a quote to purchase a new turbidimeter and SC4500 controller from Hach at a total cost of $7,795.40. He stated the current one is obsolete and cannot be repaired. Commissioner Cicardi made a motion to approve the request. Commissioner Hicks seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE KUHNERT ELECTRIC TO RE-INSTALL AND UPGRADE NEW LIGHT POLES AND FIXTURES AT THE PINCKNEYVILLE-DU QUOIN AIRPORT

Commissioner Hicks requested to hire Kuhnert Electric to re-install and upgrade new light poles and fixtures at the Pinckneyville-Du Quoin Airport, including labor and materials at a total cost of $5,885.00. He stated this will be paid out of the Airport Fund. Commissioner Hicks made a motion to approve the request. Commissioner Stotlar seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-48, A FOREIGN FIRE INSURANCE BOARD RESOLUTION AUTHORIZING THE ILLINOIS MUNICIPAL LEAGUE TO COLLECT THE 2% FOREIGN FIRE INSURANCE LICENSE FEE FOR THE FOREIGN FIRE INSURANCE BOARD OF THE PINCKNEYVILLE FIRE DEPARTMENT

Commissioner Hicks presented Resolution No. R-2022-48, a Foreign Fire Insurance Board Resolution authorizing the Illinois Municipal League to collect the 2% Foreign Fire Insurance License Fee for the Foreign Fire Insurance Board of the Pinckneyville Fire Department. Commissioner Hicks made a motion to approve Resolution No. R-2022-48. Commissioner Cicardi seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-47 APPROVING AND AUTHORIZING A STOP LOSS INSURANCE COVERAGE WITH IPMG AND NORTHWIND

Commissioner Stotlar presented Resolution No. R-2022-47, a resolution of the City of Pinckneyville, Perry County, Illinois, placed on file at the December 12, 2022, regular council meeting, approving and authorizing a stop loss insurance coverage with IPMG and Northwind. Commissioner Stotlar made a motion to approve Resolution No. R-2022-47. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO HIRE LAYNE JONES AS A PART-TIME EMPLOYEE AS ASSISTANT TO THE DIRECTOR OF THE AFTER-SCHOOL PROGRAM AT THE COMMUNITY CENTER

Mayor Spencer requested approval to hire Layne Jones as a part-time employee as assistant to the Director of the After School Program at the Community Center. Commissioner Hicks made a motion to approve the request. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2022-26 GRANTING TO THE EGYPTIAN ELECTRIC COOPERATIVE ASSOCIATION, ITS SUCCESSORS AND ASSIGNS, CERTAIN RIGHTS IN THE CITY OF PINCKNEYVILLE, ILLINOIS

Mayor Spencer introduced Ordinance No. O-2022-26, an ordinance to be placed on file, granting to the Egyptian Electric Cooperative Association, its successors and assigns, certain rights in the City of Pinckneyville, Illinois. Mayor Spencer stated Egyptian Electric Cooperative Association is a non-profit organization. He also stated the City’s current 10-year agreement with them is maturing and will be extended for 20 years. Commissioner Hicks made a motion to place on file Ordinance No. O-2022-26. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-49 AUTHORIZE APPLICATION OF THE CITY OF PINCKNEYVILLE FOR A COMMUNITY DEVELOPEMNT BLOCK GRANT PROGRAM GRANT TO REPLACE A CITY WATER TOWER LOCATED ON MASON STREET

Mayor Spencer presented Resolution No. R-2022-49, a resolution to authorize the application of the City of Pinckneyville for a Community Development Block Grant Program Grant to replace a city water tower located on Mason Street. These funds are to be used for a community development project that will include the following activities: demolition of existing elevated water tank and replacement with new 300,000-gallon elevated water tank on Mason Street. The total amount of CDBG funds to be requested is $1,500,000.00 The amount of CDBG funds proposed to be used for activities that will benefit low-to moderate income persons is $789,000.00, or 52.6% of those being serviced by the Mason Street tank. The City of Pinckneyville also proposes to expend $160,000.00 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: Water Operating Account. Commissioner Cicardi made a motion to approve Resolution No. R 2022-49. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2022-50 TO ENTER INTO A NON-HAZARDOUS WASTE SERVICE AGREEMENT WITH PERRY RIDGE LANDFILL, INC. (CONSTRUCTION AND DEMOLITION DISPOSAL)

Mayor Spencer introduced Resolution No. R-2022-50, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a non-hazardous waste service agreement with Perry Ridge Landfill, Inc. (Construction and Demolition Disposal). Mayor Spencer stated this will provide a reduced rate for demolition disposal. Commissioner Stotlar made a motion to place on file Resolution No. R-2022-50. Commissioner Peradotta seconded the motion. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SET MUNICIPAL CALENDAR FOR 2023 CITY COUNCIL MEETINGS

Mayor Spencer announced the Pinckneyville City Council will hold regular council meetings on the second and fourth Mondays of each month at 6:00 p.m. in the Council Chambers, City Hall, 104 S. Walnut Street, Pinckneyville, Illinois. Meetings falling on holidays will be held on the following Tuesday at 6:00 p.m. Due to the way the holidays fall, Christmas Eve 2023 will be observed on Monday, December 25, and Christmas Day 2023 will be observed on Tuesday, December 26, so the City Council meeting that week will be held on Wednesday, December 27, 2023. Further notice will be given of Special, Rescheduled or Reconvened Meetings. Commissioner Peradotta made a motion to approve the 2023 City Council Meeting dates. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENT

Stephanie Waller, of the Weekly-Press, thanked the Pinckneyville Fire department and Pinckneyville City workers for saving their building and interior property during the White Rabbit fire. She stated Fire Chief Gielow didn’t leave and stated the fire department is top-notch, stating while they did have some water and smoke damage there was no fire damage and the tarps saved their computer equipment. Pete Spitler, also of the Weekly-Press concurred, stating the fire department was worth their weight in gold.

Motion by Commissioner Hicks, seconded by Commissioner Stotlar to adjourn the meeting at 6:19 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
