The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Dennis M. Knobloch.
The meeting opened with the Pledge of Allegiance.
Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.
Others present included Deputy County Clerk Mia VanZandt, Sheila Wetzler and Scott Woodsmall with the Waterloo Republic-Times.
There were no public comments.
Commissioner Green made a motion to approve the following County bills and payroll for payment. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve the December 19, 2022 open and closed meeting minutes, contingent upon a slight change being made of adding ‘un’ in the December 19, 2022 closed, in the seventh paragraph from the bottom, it says ‘settled’, it needs to say ‘unsettled’. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve a review of past closed meeting minutes as required by the Illinois Open Meetings Act. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-1
Commissioner Green made a motion to reappoint Vicki Koerber to the Southwestern Illinois Law Enforcement Commission for a term of one year with term to commence on December 1, 2022 and term to expire on November 30, 2023 or until a successor is appointed and has qualified. Second by Chairman Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-2
Commissioner Green made a motion to reappoint Vicki Koerber to the Community Mental Health 708 Funding Board for a term of four years with term to commence on December 1, 2022 and term to expire on November 30, 2026 or until a successor is appointed and has qualified. Second by Chairman Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-3
Commissioner Green made a motion to reappoint Vicki Koerber to the Monroe County Local Emergency Planning Committee for a term of three years with term to commence on January 1, 2022 and term to expire on December 31, 2024 or until a successor is appointed and has qualified. Second by Chairman Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-4
Monroe County Lease Agreements were formerly $945 per square foot. Joe Lewis has suggested an increase of 5% on the rate across the board to keep up with the increasing cost of expenses so the new rate will be $992 per square foot.
Commissioner Koerber made a motion to approve a rate increase for Monroe County Emergency Management Agency who have 2,268 square feet at a rate of $992/square foot. Their new annual rental is $22,498.56, with monthly installments of $1,874.88. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve a rate increase for Monroe Randolph Regional Office of Education who have 2,520 square feet at a rate of $992/square foot. Their new annual rental is $24,998.40, payable in monthly installments of $2,083.20. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve a rate increase for St. Clair County Workforce Development Group who have 190 square feet at a rate of $992/square foot. Their new annual rental is $1,884.80, monthly installments of $157.06. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.
There being no further business, Commissioner Green made a motion to adjourn. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
