City of Pinckneyville City Council met Jan. 23.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer requested permission for Commissioners Ricky J. Cicardi and Sammy D. Peradotta to attend the meeting by phone. Commissioner Stotlar made the motion, seconded by Commissioner Hicks to allow Commissioners Cicardi and Peradotta to attend by phone. On roll call: Commissioners Hicks, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried and Commissioners Cicardi and Peradotta joined the meeting by phone. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Commissioner Peradotta made a motion to approve the minutes of the January 9, 2023, regular council meeting. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending December 2022 was $10,048,126.34 up from last year, and unrestricted balance total was $2,312,703.94 also up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable with four additional invoices totaling $3,893.46 which includes: Companion Life $269.16, Sparklight $123.95, Frontier $55.85, Brenntag $3,444.50. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks wished the Girl’s Jr. High Basketball Team well at the State Tournament being played at Rend Lake College tonight. He noted they will pay again Friday night.

RESOLUTION NO. R-2023-03 AUTHORIZING THE DESTRUCTION OF AUDIO RECORDINGS OF THE CLOSED COUNCIL MEETINGS OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, CODUCTED ON OR BEFORE JUNE 30, 2021

Commissioner Stotlar presented Resolution No. R-2023-03, a resolution authorizing the destruction of audio recordings of the closed council meetings (executive sessions) of the City of Pinckneyville, Perry County, Illinois, conducted on or before June 30, 2021. Commissioner Stotlar made a motion to approve Resolution No. R-2023-03. The motion was seconded by Commissioner Cicardi. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2023-01 TO AUTHORIZE AND APPROVE CHANGE ORDER NO. 1 (WHICH INCLUDES CHANGE ORDER REQUESTS # 2 AND 3) WITH HAIER PLUMBING & HEATING, INC. FOR THE ILLINOIS STATE ROUTE 13/154 SIDEWALK & DRAINAGE IMPROVEMENTS PROJECT

Mayor Spencer presented Resolution No. R-2023-01, a resolution of the City of Pinckneyville, Perry County, Illinois, placed on file at the January 9, 2023, regular council meeting, to authorize and approve Change Order No. 1 (which includes Change Order Requests #2 and #3) with Haier Plumbing & Heating, Inc. for the Illinois State Route 13/154 Sidewalk & Drainage Improvements Project. Commissioner Hicks made a motion to approve Resolution No. R-2023-01. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2023-02 TO ENTER INTO A CERTIFIED WATER OPERATOR SERVICES AGREEMENT WITH ALBERS WATER SERVICES, LLC

Mayor Spencer presented Resolution No. R-2023-02, a resolution of the City of Pinckneyville, Perry County, Illinois, placed on file at the January 9, 2023, regular council meeting, to enter into a Certified Water Operator Services Agreement with Albers Water Services, LLC. Commissioner Stotlar made a motion to approve Resolution No. R-2023-02. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PURELY PINCKNEYVILLE INTRODUCTION

Tara Conner and several other members of Purely Pinckneyville attended the meeting to introduce Purely Pinckneyville to the Council. Purely Pinckneyville was organized so citizens and businesses can work together to improve the health and vitality of the community through beautification and charitable efforts. They are filing for their Non-Profit status this week, and once that is finalized, they can begin fundraising. They hope to beautify the city with planters, banners, murals, and Christmas lights. They hope to get people involved in community service, including young people who need community service hours for various projects. They plan to start an annual music festival called “Live Stock this year tentatively scheduled on June 3rd and are currently looking for a location to host the event. They are considering the fairgrounds or the old “hospital” lot owned by the City. This fundraising event would include comedians, bands, bounce houses, and food trucks. Their next meeting is February 21st at 6 p.m. at the Grecian Steakhouse, and they invited the Mayor and Commissioners to attend. Ms. Conner then read the list of officers and general council for Purely Pinckneyville.

PUBLIC COMMENT

Aaron Lacy addressed the Council concerning the delay in starting his new business on the square in Pinckneyville. He stating he is having issues with the zoning board and feels the main issue is with his application for video gaming machines, but stated his business will also include a barber shop, and bar. City Attorney Don Bigham stated he has a meeting set for next Tuesday with Economic Development Coordinator Carrie Gilliam and Zoning Board President Mike Kovic to discuss the issues and hoped to have more information in the next few weeks. Mayor Spencer stated there are currently no zoning guidelines for new gambling machines, and stated there are no issues with the barber shop. Commissioner Hicks stated it needed to move along.

Beth Miller-Porter questioned if there was a zoning meeting scheduled for next Tuesday. City Attorney Don Bigham said, No this is a meeting with Ms. Gilliam and Mr. Kovic only.

ADJOURNMENT

Motion by Commissioner Stotlar, seconded by Commissioner Hicks to adjourn the meeting at 6:30 p.m. On roll call: Commissioners Cicardi, Hicks, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
