City of Red Bud Finance Committee met Feb. 20.

Here are the minutes provided by the committee:

Committee Members Present: Rodney Nevois, Bill Hanebutt, Mike Rheinecker, Ben Schwartzkopf, Alan Piel

Committee Members Absent: None

Council Members Present: Curt Guebert, Jeremy DeMond, Kyle Donjon

Others Present: Acting Mayor Susan Harbaugh, Attorney Paul Ray, City Superintendent Josh Eckart, Police Chief John Brittingham, City Clerk Joanne Cowell

Others Absent: Admin. Assist. Pam Poetker

Chairman Nevois called the meeting to order at 6:00 P.M.

Old Business

I. FY’24 Budget Update

The budgets are being worked on.

New Business

I. Approval of Prior Month’s Meeting Minutes – January 16, 2023 Recommendation made by Committee Member Nevois, seconded by Committee Member Schwartzkopf, to approve the minutes from the January 16, 2023, meeting. Carried

II. Maturing CDs and Investment Information

None

III. Financial Dashboard

Chairman Nevois reviewed the financial summary. Revenue is at 94% of the budget, while expenses are at 39% of the budget. There are zero outstanding utility customers. There is an undesignated $400,000 surplus in the economic development revolving fund account.

IV. Ordinance Updates for Consideration

Poetker and Ray had met and made a list of some needed updates/changes. There was concern that the council was unaware that this work had been done. A suggested “to do” list may be a good idea to keep the council informed before legal work is done. Ray, Poetker and the acting mayor will try to come up with something.

Chairman Nevois is lobbying that the ordinance issues be put on some other committee as he doesn’t feel that it belongs under finance. The mayor said that the finance committee is kind of a “catch all” but she will look at it.
