The City Council of Red Bud, Randolph County, Illinois met on Monday, March 6, 2023, at 6:00 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Acting Mayor Susan Harbaugh, Ben Schwartzkopf, Curt Guebert, Mike Rheinecker, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel

Members Absent: Bill Hanebutt

V. Approval of Estimated and Listed Bills

Motion made by Council Member Nevois, seconded by Council Member Guebert, to approve the estimated and listed bills. The vote was as follows: Guebert, aye; Rheinecker, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

A. Girl Scout Week Proclamation

Acting Mayor Harbaugh read a proclamation proclaiming the week of March 12- 18, 2023, as Girl Scout Week. This marks the 111th anniversary of Girl Scouts of the USA.

D. Request from St. Peter UCC to Close Randolph Street (Cultural)

Authorization of approval of the request from St. Peter UCC to close Randolph Street (notifying Roselein) for a fish fry on March 10 and March 31, 2023

E. Concrete Program Request for V8 Speed & Resto (Public Works)

Authorization of approval of request from V8 Speed & Resto to reimburse them for labor costs for the concrete work done on the sidewalk, curbing, gutters, island, and apron, in the amount of $8,300

G. Daniel Koester Final Step Increase (Public Works)

Approval of authorization to increase Daniel Koester’s rate of pay to $28.63, (full power plant operator’s pay rate), effective with the April 5 2023, pay period

H. GUA Spring Training Seminar Training Request – Clint Crafton (Public Works)

Approval of authorization for Clint Crafton to attend training entitled “GUA Spring 2023 Training Seminar – Mock ” in Waterloo, IL, April 6, 2023, with a registration fee of $100; transportation required.

I. Ending Logan Salger’s 6-Month Probationary Period (Public Works)

Approval of authorization to end Logan Salger’s 6-month probationary period, effective February 24, 2023

J. Concrete Work for Musket Field at Lincoln Park (Recreational Facilities)

Approval of authorization to purchase the concrete, NTE $7,500, for the concrete project at the Lincoln Park/Musket Field

B. Personnel Committee – Meeting February 20, 2023

1. Utility Office Clerk and Utility Billing Clerk 12% Pay Increase

Although a recommendation was made at the committee meeting to increase the Utility Office Clerk and the Utility Billing Clerk pay by a 12% increase, there may be some issues connected to this regarding the FOP contract. After discussion, this will be sent back to the committee for further review.

C. Public Health & Safety Committee – Meeting February 20, 2023

D. Public Works Committee - Meeting February 20, 2023

1. Authorization to Hire Support Person

Motion made by Council Member Guebert, seconded by Council Member Rheinecker, to authorize approval to hire Scott Becker as support person at the rate of $25.13 per hour, pending physical and drug testing results. The vote was as follows: DeMond, aye; Nevois, nay; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, absent. Motion carried with 6-aye; 1-nay; 1-absent.

E. Zoning Committee – Meeting February 20, 2023

Council Member Piel noted that there will be hearings at the March 21st planning commission meeting.

F. Cultural Committee - Meeting February 20, 2023

1. Request from Perandoe to Reserve Lincoln Park Pavilion #1, Less Fees on April 27, 2023

Motion made by Council Member Schwartzkopf, seconded by Council Member Piel, to authorize approval of the request from Perandoe Special School District to use Lincoln Park #1, less fees, on April 27, 2023, from 9 A.M. – 2 P.M. for a picnic for their hearing impaired students and families. The vote was as follows: Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; DeMond, aye. Motion carried.

G. Executive Session Minutes Review Committee – No meeting

There will be hearings at the March 21st planning commission meeting.

I. Economic Development Commission – No Meeting

1. Enterprise Zone – Approval of Updates

Motion made by Council Member Rheinecker, seconded by Council Member Nevois, to authorize approval of the updated Enterprise Zone maps. The vote was as follows: Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; DeMond, aye; Nevois, aye. Motion carried.

J. Recreational Facilities Committee – Meeting February 20, 2023

1. Team Benches for Soccer Fields at Ratz Park, NTE $1,000

Council Member Schwartzkopf expressed his concern that the benches be secured or put in a safe place after use. Chairman Donjon will work with Eckart and Brittingham to try to make the benches secure.

Motion made by Council Member Donjon, seconded by Council Member Piel, to authorize approval to purchase two aluminum player’s benches for the soccer fields at Ratz Park, NTE $1,000. The vote was as follows: Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

K. Parks and Recreation Committee – Meeting March 1, 2023
