City of Columbia City Council met March 6.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM .

B. Roll Call

Present: Aldermen Niemietz, Holtkamp, Martens, Riddle, Garmer, Khoury, and Lawlor.

Absent: Aldermen Huch.

Quorum present.

Administrative Staff present:

City Clerk Andrew Hitzemann

City Attorney Terry Bruckert

City Administrator Douglas Brimm

Chief of Police Jason Donjon

City Administrator Douglas Brimm Library Director Annette Bland

Deputy City Clerk Kelly Mathews Dir. of Community Dev. Scott Dun a key

Those in attendance recited the Pledge of Allegiance.

F. Comments & Announcements - Mayor

Mayor Hill invited everyone to the Home Rule Town Hall meeting on Wednesday, March 8, 2023 at the Columbia Public Library.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda .

1. Motion to Approve Minutes of the February 21, 2023 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the February 21, 2023

3. Motion to Approve Payment of Vouchers for the Period of February 16, 2023 through February 28, 2023 totaling $165,423.70

4. Motion to Approve Special Event Application - Sons of the American Legion Squadron 581 Meat Shoot (April 8, 2023)

5. Motion to Approve Special Event Application - BackStoppers Hot Rods for Heroes Fundraiser (June 11, 2023)

6. Motion to Approve Special Event Application - Eppinger Foundation's Shakespeare in the Park (August 22, 2023)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Khoury, to approve the Consent Agenda as read.

Motion Passed.

1. Ordinance No. 3636 Adopting Zoning Text Amendments Establishing Solar Energy System Regulations for the City of Columbia

Director of Community Development Scott Dunakey reviewed the updates made to Ordinance No. 3636 based upon the feedback from the previous Council meeting.

Motion:

It was moved by Alderman Holtkamp, and seconded by Alderman Lawlor, to pass and approve Ordinance No. 3636 Adopting Zoning Text Amendments Establishing Solar Energy System Regulations for the City of Columbia

Motion Passed.

2 Nay: Niemietz and Garmer

2. Motion to Approve the Exterior Materials Requested fo r the Proposed "The Barn" Tavern/Video Gaming Establishment Located at 318 North Main Street

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Khoury, to pass and the Motion to Approve the Exterior Materials Requested for the Proposed "The Barn" Tavern/Video Gaming Establishment Located at 318 North Main Street

Motion Passed.

3. Motion to Approve the Requested Exterior Materials for the Four Buildings Proposed for the Top Quality Holdings Development in the Southport Subdivision at 302-314 Southport Drive

Motion :

It was moved by Alderman Lawlor, and seconded by Alderman Riddle, to pass the

Motion to Approve the use of SmartSide Diamond Cote Material for the Four Buildings Proposed for the Top Quality Holdings Development in the Southport Subdivision at 302-314 Southport Drive

Motion Passed.

K. New Business

Alderman Niemietz asked if the City should consider updating the list of acceptable exterior materials and minimum coverage percentages in the commercial architectural standards.

City Administrator Douglas Brimm recommended that the list of approved and accepted building materials be updated. Mr. Brimm explained City Staff can begin reviewing approved architectural variances and use that as a baseline to update the Code.

L. Closed Session

There was no business addressed in Closed Session.

M. Announcements

There were no announcements.

N. Adjournment

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Holtkamp, to adjourn the Regular City Council meeting held Monday, March 06, 2023 at 7:36 PM
