City of Red Bud Finance Committee met March 20.

Here is the agenda provided by the committee:

Committee Members Present: Rodney Nevois, Bill Hanebutt, Mike Rheinecker, Ben Schwartzkopf, Alan Piel

Committee Members Absent: None

Council Members Present: Curt Guebert, Jeremy DeMond, Kyle Donjon

Others Present: Acting Mayor Susan Harbaugh, Attorney Paul Ray, City Superintendent Josh Eckart, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Nevois called the meeting to order at 6:24 P.M.

Old Business

I. FY’24 Budget Draft

The budgets and summary sheets are in the packets for review. Meetings have been held with each department. The budget will be on the April committee agenda, along with the purposed appropriation ordinance for recommended approval. If anyone has any questions or changes, please contact Pam or Liz. The goal is to hold the public hearing and approve the budget and appropriation ordinance at the May council meeting.

New Business

I. Approval of Prior Month’s Meeting Minutes – February 20, 2023 Recommendation made by Committee Member Rheinecker, seconded by Committee Member Hanebutt, to approve the minutes from the February 20, 2023, meeting. Carried

II. CD Information

A. Maturing CDs

None

B. Additional Funds for Investing

Poetker is working with Liz on funds to be invested and will have rates available for recommendation.

C. Interest Income

Poetker asked the committee if the interest on CDs should follow the original funds invested, or if it should be allocated/restricted. She mentioned this for thought.

III. Financial Dashboard

Chairman Nevois reviewed the financial summary. The budget is at 83% of the year, the revenue is 20% over the budget, while expenses are at 41% of the budget.

IV. Authorization to Apply for Grants

A. Congressionally Directed Spending – Bost’s and Duckworth’s Office (EIP)

B. Preservation Heritage Fund Grant – City Hall Repairs

C. Leadership Council Grant for Comprehensive Plan

Recommendation made by Committee Member Hanebutt, seconded by Committee Member Rheinecker, to approve authorization for Pam Poetker to apply for all three grants (Congressionally Directed Spending – Bost’s and Duckworth’s Office -EIP, Preservation Heritage Fund Grant – City Hall Repairs and the Leadership Council Grant - Comprehensive Plan.) Carried

V. Volunteer Month Contributions – Parks & Rec., Ec. Development, Planning Commission

Recommendation made by Committee Member Rheinecker, seconded by Committee Member Hanebutt, to approve the check request to the Community Foundation of Red Bud in the amount of $640, representing a contribution of $20 in the name of each volunteer serving on the Economic Development Commission, Planning Commission and the Parks and Recreation Committee. Carried

VI. Landscaping Services – Country Bloomers and Illinois Country Harvest Poetker reported that neither Country Bloomers nor Illinois Country Harvest are interested in contracting to do all the landscaping maintenance for the city, but each will do some.

Recommendation made by Committee Member Hanebutt, seconded by Committee Member Schwartzkopf, to approve accepting the Spring 2023 proposal from Illinois country Harvest for maintenance of the flower beds at city hall, NTE $900. Carried

Recommendation made by Committee Member Hanebutt, seconded by Committee Member Rheinecker, to approve accepting the proposal from Country Bloomers for maintenance of the entrance signs, the utility entrance bed, city hall parking lot beds and South Main city parking lot beds, at $65/hour. Carried

VII. Public Comments/Anything for the Good of the City

None
