City of Red Bud Public Works Committee met March 20.

Here is the agenda provided by the committee:

Committee Members Present: Curt Guebert, Kyle Donjon, Bill Hanebutt, Ben Schwartzkopf, Mike Rheinecker

Committee Members Absent: None

Council Members Present: Jeremy DeMond, Alan Piel, Rodney Nevois

Others Present: Acting Mayor Susan Harbaugh, City Attorney Paul Ray, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Guebert called the meeting to order at 7:01 P.M.

C. Water – Aerator Replacement Project

The water aerator should be delivered in May. Eckart is working with Haier Plumbing to schedule a trial run, to make sure the bypass works smoothly.

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting February 20, 2023 Recommendation made by Committee Chairman Guebert, seconded by Committee Member Schwartzkopf to approve the minutes from the February 20, 2023, meeting. Carried

II. Training Request for Josh Eckart & Daniel Koester – IMEA Power Plant Operator Seminar

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to send Josh Eckart and Daniel Koester to training entitled “IMEA Power Plant Operator Seminar” in Highland, IL. on April 6, 2023. Carried

III. Training Request for Steve Mertz & Clint Crafton – 2023 Small Operator – ICC Pipeline Safety Conference

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to send Steve Mertz and Clint Crafton to training entitled “2023 Pipeline Safety Small Operators Conference” in Mt. Vernon, IL. on July 25-26, 2023, with a registration fee of $175/each. Lodging, meals, and transportation are required. Carried

IV. Training Request for Joe Ledlow – 2023 IWPC Conference

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Donjon, to authorize approval to send Joe Ledlow to training entitled “2023 IWPC Conference” in Springfield, IL on April 10-12, 2023, with a registration fee of $300, transportation and lodging are required. Carried

V. Sewer Adjustment Request – 306 N. Main Street

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Rheinecker, to approve a sewer adjustment of $394.79 to Cathy Dupertuis at 306 North Main St. for a water leak which did not enter the sewer system. Carried

VI. Authority to Hire HeplerBroom, LLC for Legal Services Regarding the Renewal of the CAAPP Permit

Superintendent Eckart stated that the city used HeplerBroom in 2018 to prepare the power plant air permit, at a cost of around $18,000.

Recommendation made by Committee Chairman Guebert, seconded by Committee Member Schwartzkopf, to approve authorization to contract with HeplerBroom, LLC to prepare the CAAPP Permit, NTE $20,000. Carried
