Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, March 20, 2023 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, and Lawlor.

Absent: None.

Quorum present.

Administrative Staff present:

Gerald Siekerka

Mr. Siekerka addressed the Council regarding the expectation of the Department of Public Works.

Mayor Hill addressed the misinformation being spread regarding the Home Rule referendum question on the April 4, 2023 ballot.

I. Consent Agenda

City Administrator Doug Brimm announced Agenda Item 1.3. will be pulled from the Consent Agenda and addressed under Unfinished Business. Mr. Brimm read the Consent Agenda.

1. Motion to Approve Minutes of the March 6, 2023 Regular City Council Meeting

2. Motion to Approve Payment of Vouchers for the Period of March 1, 2023 through March 15, 2023 totaling $364,036.36

3. Motion to Approve a Memorandum of Understanding between City of Columbia and Monroe County Emergency Telephone Systems Board (ETSB) Pertaining to Cellular Data Services

4. Motion to Approve Resolution No. 2023-03 Regarding the Release of Closed Session Minutes

5. Motion to Approve Special Event Application - Easter Egg Hunt (April 1, 2023)

Mayor Hill inquired if the Counci l wished to remove any items prior to a motion. There were none.

It was moved by Alderman Khoury, and seconded by Alderman Garmer, to approve the Consent Agenda as amended

1. Motion to Approve Engineering Agreement with Volkert, Inc. for the Old IL 3/Ghent Road Roundabout

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Martens, to Approve Engineering Agreement with Volkert, Inc. for the Old IL 3/Ghent Road Roundabout

Motion Passed.

2. Motion to Approve a Memorandum of Understanding between City of Columbia and Monroe County Emergency Telephone Systems Board (ETSB) Pertaining to Cellular Data Services

Mr. Brimm reported there were amendments set forth by the County Public Safety Director, Chief Donjon, IT Director James Mitchell, and himself. The amendments clearly delineates the duties and responsibilities between the two dispatch centers in Monroe County. Mr. Brimm reviewed changes to rules pertaining to usage of ETSB funds, derived from taxes collected by the State on consumer cellular services.

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Garmer, to Approve a Memorandum of Understanding between City of Columbia and Monroe County Emergency Telephone Systems Board (ETSB) Pertaining to Cellular Data Services as amended

K. New Business

1. Resolution No. 2023-04 Authorizing a Joint Agreement Between the Illinois Department of Transportation and City of Columbia (GM&O Connector Trail Project)

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Riddle, to approve pass and approve Resolution No. 2023-04, a Resolution Authorizing a Joint Agreement Between the Illinois Department ofTransportation and City of Columbia (GM&O Connector Trail Project)

Motion Passed.

2. Resolution No. 2023-05 Appropriating Funding for the GM&O Connector Trail Project Motion:

It was moved by Alderman Huch, and seconded by Alderman Khoury, to pass and approve Resolution No. 2023-05, a Resolution Appropriating Funding for the GM&O Connector Trail Project

Motion Passed.

3. Discussion of a Land Transfer Between Monroe County Parcel No. 04-22-346-009-000 and Parcel No. 04-22-349-101-000 Located in the City of Columbia

Mr. Dunakey explained the applicant is the property owner for both properties. Mr. Dunakey stated the applicant purchased Parcel No. 04-22-349-101-000 (108 Gall Rd .) to provide better access to their farm property, immediately adjacent to the south.

After a brief discussion, Mr. Dunakey stated it will be presented at the April 3, 2023 Council Meeting for consideration.

4. Discussion of an Architectural Review Application for a Proposed Office Building at 215 Admiral Trost Road

Mr. Dunakey provided the Council with background information regarding the request. Mr. Dunakey explained the Plan Commission recommend approval based on materials.

After a brief discussion, Mayor Hill stated it will be presented at the April 3, 2023 Council meeting for consideration.

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session to discuss 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body and 5 ILCS 120/2(c)(11) Pending or Probable Litigation.

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Niemietz, to direct the Mayor to go into Closed Session at 7:37 PM to 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body and 5 ILCS 120/2(c)(11) Pending or Probable Litigation

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:35 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Martens, Riddle, Garmer, Khoury, Lawlor, and Mayor Hill were present.

M. Announcements

Mr. Brimm reminded the Council there will be early voting at City Hall on March 25, 2023 from 9:00 AM -12:00 PM .

N. Adjournment

Motion :

It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to adjourn the Regular City Council meeting held Monday, March 20, 2023 at 8:36 PM.

Motion Passed.
