City of Waterloo City Council met March 20.
Here are the minutes provided by the council:
1. The meeting was called to order by Mayor Smith at 7:30 p.m.
2. The following Aldermen were present: Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row, and Heller.
3. Pledge of Allegiance led by Mayor Tom Smith.
4. Correction or Withdrawal of Agenda Items by Sponsor. None.
5. Approval of Minutes as Written or Amended.
Approval of the City Council Meeting Minutes dated 03-06-23. Motion made by Alderman Darter and seconded by Alderman Kyle Buettner to approve the City Council Meeting Minutes from 03-06-23. Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins, and Trantham voting ‘yea’.
6. Petitions by Citizens on Non-Agenda Items.
Sergeant Eric Zaber stated he was forwarded an email, via the FOP, from City Attorney Clay St. Clair regarding his Worker’s Compensation medical records. Sergeant Zaber commented that he offered all his medical records to the City on January 25, 2023, by way of email, but did not receive a response. His understanding is that the City will meet to discuss a proposed resolution to the PEDA grievance in Executive Session tonight. Sergeant Zaber wanted to let the City Council know he would not sign any agreement similar to the one given to Officer Pittman and that he has no intentions of resigning. Sergeant Zaber further stated he was still waiting for an explanation why his pay was stopped on January 01, 2023. He is ready to proceed to arbitration over the grievances he has against the City. City Attorney Steppig encouraged Sergeant Zaber to talk to his FOP Attorney about any correspondence between her office and the FOP Attorney. Sergeant Zaber responded that the City would not receive all of his medical records, but only the ones he agrees to. He also thought the only records required were the Workman’s Compensation records.

Motion to accept the Collection Report was made by Alderman Row and seconded by Alderman Heller.
Motion passed unanimously with Aldermen Row, Heller, Matt Buettner, Hopkins, Trantham, Darter, and Kyle Buettner voting ‘yea’.
B. Report of Treasurer.

Motion to accept the Collection Report was made by Alderman Darter and seconded by Alderman Heller.
Motion passed unanimously with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins, and Trantham voting ‘yea’.
C. Report of Subdivision and Zoning Administrator.

Comment: Curbing was poured in Natalie Estates (Phase 2) a couple of weeks ago, and the first binder course of asphalt will be put down as the weather permits. The final plat should be available for approval soon.
D. Report of Building Inspector / Code Administrator.

E. Report of Director of Public Works.
∙ On April 06, 2023, the Gas Department will host a natural gas mock emergency seminar. Eighty people from 27 different municipalities signed up for the seminar.
∙ The Mechanics Service Truck is still in Plano, Texas due to a recall.

H. Report and Communication by Mayor.
1. Presentation of a Certificate of Commendation to Mr. Mark Vogel in Recognition of his Induction into the Illinois High School Baseball Coaches Association Hall of Fame.
2. A ‘Vietnam Veterans Day Program’ will be held at the Veterans Memorial at Lakeview Park on March 29, 2023. The ceremony will start at 11 AM. All are welcome.

Motion made by Alderman Heller and seconded by Alderman Row on Approval of Trane Software Tracer Upgrade for the City Hall Heating & Cooling System. Motion passed unanimously with Aldermen Heller, Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, and Row voting ‘yea’.
B. Consideration and Action on Executive Session for the Discussion of Personnel as per 5 ILCS120/2(c)(1).
Motion to move into Executive Session made by Alderman Darter and seconded by Alderman Row.
Motion passed unanimously to enter into Executive Session with Aldermen Darter, Kyle Buettner, Row, Heller, Matt Buettner, Hopkins, and Trantham voting ‘yea’.
Entered Executive Session at 7:43 p.m.
Adjourned Executive Session at 8:08 p.m.
Motion to Resume Regular Session made by Alderman Matt Buettner and seconded by Alderman Kyle Buettner.
Motion passed unanimously to enter into Regular Session with Aldermen Matt Buettner, Hopkins, Trantham, Darter, Kyle Buettner, Row, and Heller voting ‘yea’.
Returned to regular session at 8:09 p.m.

14. Motion to Adjourn made by Alderman Kyle Buettner and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote. Mayor Smith adjourned the meeting at 8:12 p.m.
