City of Chester City Council met March 20.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, March 20, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

III. PLEDGE OF ALLEGIANCE

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Hill, Allison, Berry, Platt, Homan, Maes, Dudenbostel. Nays: None. Absent: None. Motion carried.

V. CORRESPONDENCE

• Chester Christian Food Pantry, Inc. newsletter dated March 8, 2023

• Letter of Resignation from Richard Pautler from the Library Board

• Notice from the Chester Chamber of Commerce seeking new members

• Email from Stumpf & Gutknecht, P.C. Attorneys at Law

VI. REPORTS

Mayor:

Mayor Page announced the Chester Bridge Project was awarded to Ames Construction for $284,000,000.00. Construction is expected to begin in early fall. Mayor Page stated several residents have inquired about keeping the old bridge. Due to the placement of the pillars on the new bridge, it is not possible to keep both bridges. Secondly, it would be extremely costly to insure the old bridge.

City Treasurer:

City Treasurer Dan Colvis advised the city will be placing the upcoming Motor Fuel Tax CDs into an Illinois Funds Account.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. 

UPON ROLL CALL: Ayes: Aldermen Allison, Berry, Maes, Hill, Homan, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Ordinance & Public Property Committee (Alderman Hill):

Chairman Hill inquired about the monthly Code Enforcement report. Mayor Page noted that he will talk to the Code Enforcement Officer about his monthly report.

Economic Development, Chamber & Beautification Committee (Chairman Allison):

Chairman Allison advised Steadfast City has completed the housing study. The Planning Commission will review the final draft and present the report at an upcoming meeting.

Discussion on street signs:

Alderman Hill advised the Streets and Alleys Committee met and have several street amendments for the city council to consider. The city council requested City Attorney Kerkhover prepare the following Ordinances for the next city council meeting:

1) An Ordinance to add an additional stop sign at the corner of Old Plank Rd. and Dixie Dr next to Taco Bell.

2) An Ordinance to add a stop sign at the corner of Ben St. and Field Dr.

3) An Ordinance prohibiting parking on the West side of Lee St. from Swanwick St. to Hoppe Dr.

4) An Ordinance prohibiting parking on the West side of Knapp St. from Swanwick St. to High St.

5) An Ordinance prohibiting parking on the Southeast side of George St. from East German St. to East Stacey St.

6) An Ordinance prohibiting parking on the Southeast side of High St. from West German to Knapp St.

7) An Ordinance establishing thirty-minute parking in front of the post office and city hall on Monday-Friday 8 am. until 4 p.m.

Lastly, the council discussed removing the stop signs at the intersection of Three Springs Rd. and Dawnview. Due to safety concerns, the council decided to leave the stop signs at Three Springs Rd. and Dawnview. Superintendent Steve Renner will install curve warning signs on Three Springs Road and Taggart Lane.

Adult Workers:

Mayor Page stated the Adult Work Program has been very successful. Mayor Page recommends hiring an additional three adult workers to fill some vacancies. After an inquiry from Alderman Hill, Alderman Homan stated the city has never advertised for adult workers or summer student workers. City Clerk Berner advised applications are accepted year around and kept on file for six months. Alderman Maes moved to hire Barb Misuraca, Jeff Laramore and Bryan Childs as adult workers. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Allison, Maes, Berry, Homan, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: None. Motion carried.

XI. ADJOURNMENT

At 6:30 p.m., Alderman Maes moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. 

VOTE: Ayes: Aldermen Platt, Berry, Hill, Homan, Dudenbostel, Maes, Allison, Buckham. Nays: None. Absent: None. Motion carried.
