City of Red Bud Public Health and Safety Committee met May 15.

Here are the minutes provided by the committee:

Committee Members Present: Bill Hanebutt, Curt Guebert, Rodney Nevois, Kyle Donjon

Committee Members Absent: Mike Rheinecker

Council Members Present: Ben Schwartzkopf, Jeremy DeMond, Alan Piel

Others Present: Mayor Susan Harbaugh, City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Administrator Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker

Others Absent: City Clerk Joanne Cowell

Committee Chairman Hanebutt called the meeting to order at 6:27 P.M.

Old Business

I. Approval to Purchase Squad Vehicle and Corresponding Equipment

It was questioned whether this was put out for bid and what the threshold for not going out for bid, is. There is a threshold, and it is around $20,000 -$25,000.

Recommendation made by Committee Chairman Hanebutt seconded by Committee Member Guebert, to approve purchasing a Durango squad car (Ed Morse Chrysler) and corresponding equipment (DataTonics), NTE $51,000. Carried

II. Approval to Purchase New Speed Trailer from Decatur Equipment

Recommendation made by Committee Chairman Hanebutt seconded by Committee Member Donjon, to approve purchasing a new speed trailer from Decatur Electronics, NTE $13,100. Carried

New Business

I. Approval of Prior Month’s Meeting Minutes – April 17, 2023

Recommendation made by Committee Chairman Hanebutt seconded by Committee Member Nevois, to approve the minutes from the April 17, 2023, meeting. Carried

II. Departmental Activity Report

In packet. Chief Brittingham said there is an issue with the UTV stickers, not sticking.

III. Part-Time Officer – Recommendation to Hire Candidate

Recommendation made by Committee Chairman Hanebutt seconded by Committee Member Nevois, to approve hiring John N. Schweizer as part-time police officer, at the normal rate of pay, pending psychological evaluation, physical and drug test results. Carried

IV. FOP Grievance/Pay Increase

The Mayor, Chairman Hanebutt, several officers and the FOP attorney met last week and although the officers expressed that they did not really want to be there, they felt that they had to file a grievance. They agreed to a 6.9% pay increase for the six full-time officers.

Recommendation made by Committee Chairman Hanebutt seconded by Committee Member Nevois, to accept the proposal from the FOP to give the six full-time officers a 6.9% pay increase, effective with the first full pay period in May. Carried with Hanebutt, Guebert, Nevois - ayes; Donjon – nay; Rheinecker – absent (3-1-1)

V. Public Comments/Anything for the Good of the City

None

The meeting was adjourned at 6:34 P.M.
