Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, May 15, 2023 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:01 PM .

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and Nobbe.

Absent: None

Quorum present.

D. Proclamations/Recognitions /Presentations

1. National Police Week Proclamation

Mayor Hill proclaimed May 14, 2023 - May 20, 2023 National Police Week and thanked the Columbia Police.

2. National Public Works Week Proclamation

Mayor Hill proclaimed May 21, 2023 - May 27, 2023 National Public Works Week and thanked the Columbia Public Works.

3. National EMS Week Proclamation

Mayor Hill proclaimed May 21, 2023 - May 27, 2023 National EMS Week and thanked the Columbia EMS.

4. Public Works and Engineering & Inspections Recognition

Mayor Hill recognized and congratulated the Department of Public Works and Engineering & Inspections for being named the American Public Works Association Illinois Chapter's 2023 Transportation Project of the Year for their work on the Quarry Road Roundabout Project.

E. Public lnput

Gerald Siekerka

Mr. Siekerka addressed the Council regarding the waste water treatment plant. He was inquiring about the future plans of the plant and what type of equipment will be used for the plant.

F. Comments & Announcements - Mayor

Mayor Hill congratulated the Columbia High School Class of 2023. They were the 99th Class to graduate Columbia High school and he wished them the best of luck in the future.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the May 1, 2023 Regular City Council Meeting -1st Session

2. Motion to Approve Minutes of the May 1, 2023 Regular City Council Meeting - 2nd Session

3. Motion to Approve Closed Session Minutes ofthe May 1, 2023 Regular City Council Meeting

4. Motion to Approve Payment of Vouchers for the Period of April 27, 2023 through May 11, 2023 totaling $541,420.57

5. Motion to Approve Special Event Application - Makers On Main Anniversary Event (June 10, 2023)

6. Motion to Approve Special Event Application - City Electronic Recycling Event (August 5, 2023)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

In response to questions submitted, Mr. Brimm briefly reviewed agenda item 1.4.

Motion:

It was moved by Alderman Riddle, and seconded by Alderman Garmer, to approve the Consent Agenda as read.

Motion Passed.

J. Unfinished Business

1. Ordinance No. 3644 Amending Chapter 5.20 of the Columbia Municipal Code (Liquor Code)

Director of Community Development Scott Dunakey reviewed the updates to the Ordinance regarding the BYOB establishment made since last reviewed. Changes included: removal of restrictions on type of liquor allowed, lockers to store open containers, elimination of quantity restrictions on customer brought liquor, and changing the restriction on types of businesses eligible for licensing.

Alderman Holtkamp questioned the open containers.

City Administrator Doug Brimm stated they would have to be put in a sealed bag per the State of Illinois Liquor Code.

Motion:

It was moved by Alderman Garmer, and seconded by Alderman Huch, to pass and approve Ordinance No. 3644 Amending Chapter 5.20 of the Columbia Municipal Code (Liquor Code)

Motion Passed.

2. Ordinance No. 3645 Amending Ordinance No. 3439 to Delete Territory from and Add Territory to the Monroe/Randolph County Enterprise Zone

Mr. Dunakey provided an overview of the request and included that we are not t he only community going through this process.

Motion:

It was moved by Alderman Nobbe, and seconded by Alderman Holtkamp, to pass and approve Ordinance No. 3645 Amending Ordinance No. 3439 to Delete Territory from and Add Territory to the Monroe/Randolph County Enterprise Zone

Motion Passed.

1. Motion to Award Bid for GM&O Connector Trail Project to DMS Contracting, Inc. in the Amount of $355,693.90

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to pass and approve the Motion to Award Bid for GM&O Connector Trail Project to DMS Contracting, Inc. in the Amount of $355,693.90

4. Discussion of 2023 Songs 4 Soldiers NFP Benefit Concert Special Event Application and Park Use Agreement

Mr. Dunakey reviewed the Special Event Application which was submitted for Song 4 Soldiers. The dates are September 15 and September 16.

Alderman Garmer requested the name within the Application be changed from Faith Church to The Way.

5. Discussion of Ghent Road Phase II Project

Mr. Smith reviewed the Ghent Road Phase II Project. They are starting the design on the project. He wanted to get input from the Council regarding the couple of options presented and open it up for discussion. Last time this was discussed was about 10 years ago. This project has to be associated with Collector Streets.

Alderman Holtkamp prefers a perpendicular approach but something would need to be done about the trees for line of sight.

Mr. Smith stated that IDOT would have to approve and slight changes could result in further rules.

L. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2(c)(l) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2) Collective Bargaining, 5 ILCS 120/2(c)(5) Purchase or Lease of Rea l Property for Use of the Public Body, and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Riddle, to direct the Mayor to go into Closed Session at 7:42 PM pursuant 5 ILCS 120/2(c)(l) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2) Collective Bargaining, 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use ofthe Public Body, and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:27 PM . Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

N. Adjournment

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, May 15, 2023 at 8:28 PM.

Motion Passed.
