The City Council of Red Bud, Randolph County, Illinois met on Monday, May 15, 2023, at 7:03 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Curt Guebert, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel

Members Absent: Mike Rheinecker

Others Present: City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin. Jeff Mueller, Police Chief John Brittingham, Admin. Assist. Pam Poetker

Others Absent: City Clerk Joanne Cowell

I. Call to Order at 7:03 P.M. by Mayor Harbaugh

II. Roll Call by Deputy Clerk Pam Poetker

III. Authorization to Hire Part-Time Officer for Police Department

Motion made by Council Member Hanebutt, seconded by Council Member Guebert to authorize approval to hire John N. Schweizer as pat-time police officer, at the current rate of pay, pending psychological evaluation, physical and drug test results. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

IV. FOP Grievance/Pay Increases

Motion made by Council Member Hanebutt, seconded by Council Member Nevois to authorize approval to accept the proposal from the FOP to give the six full-time officers a 6.9% pay increase, effective with the first full pay period in May. The vote was as follows: Guebert, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, nay; Piel, aye; Schwartzkopf, aye. Motion carried with 6-ayes; 1-nay; 1-absent vote.

V. Authorization to Purchase Printer/Copy Machine

Motion made by Council Member Guebert, seconded by Council Member Schwartzkopf to authorize approval to purchase a copier and printer as proposed from Americom, NTE $6,200, plus service agreement. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye. Motion carried.

VI. Authorization to Purchase Servers for City Hall and Police Department Motion made by Council Member Nevois, seconded by Council Member Schwartzkopf to authorize approval to purchase a server for city hall and the police department from CTS at $15,614.25/each. The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Hanebutt, aye. Motion carried.

VII. Authorization to Purchase Durango Squad Vehicle and Corresponding Equipment Motion made by Council Member Hanebutt, seconded by Council Member Schwartzkopf to authorize approval to purchase a Durango squad vehicle (Ed Morse Chrysler) and corresponding equipment (DataTonics), NTE $51,000. The vote was as follows: Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Hanebutt, aye; DeMond, aye. Motion carried.

VIII. Authorization to Purchase Speed Trailer

Motion made by Council Member Hanebutt, seconded by Council Member Guebert to authorize approval to purchase a new speed tailer from Decatur Electronics, NTE $13,100. The vote was as follows: Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

Motion made at 7:08 P.M. by Council Member Hanebutt, seconded by Council Member Nevois, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
