City of Chester City Council met June 19.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, June 19, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

Alderman Alex Moore 

Alderman Danny Valleroy

Alderman Bob Buckham 

Alderman Bryce Hill

Alderman Randy Dudenbostel 

Alderman Robert Platt

Alderman Don Berry 

Alderman James Maes

Absent: None

III. PLEDGE OF ALLEGIANCE

Alderman Platt moved to discipline by expulsion for one council meeting Alderman Bryce Hill for his unprofessional behavior and insulting language to the council at the last city council meeting. Alderman Dudenbostel seconded the motion. Mayor Page voiced his displeasure with Alderman Hill’s conduct after the last council meeting. Mayor Page stated there will be no more intimidation tactics, verbal abuse, or spreading of outright lies tolerated by this council. Mayor Page requested roll call. UPON ROLL CALL: Ayes: Alderman Platt, Berry, Moore, Valleroy, Dudenbostel, Maes, Buckham. Nays: Alderman Hill. Absent: None. Motion carried.

The motion having received the necessary two-thirds majority to pass. Mayor Page stated Alderman Hill you are hereby expelled from this meeting for acting in a lewd and disgraceful manner having used obscene and insulting language to or about a fellow member of the Council pursuant to Subsection DD of Section 1-2-11 of the Chester City Code of Ordinances. Chief Helmers escorted Alderman Hill out of the council chambers.

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Valleroy, Berry, Platt, Moore, Dudenbostel. Nays: None. Absent: Alderman Hill. Motion carried.

V. CORRESPONDENCE

VI. REPORTS

Mayor:

Mayor Page advised the city met with IDOT, MODOT and Ames Construction to discuss the utility relocations for the upcoming bridge replacement project.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Maes, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Park & Recreation Committee (Alderman Moore):

Chairman Moore advised the Park and Recreation Committee is planning the 2023 Fall Festival which will be held in Cole Memorial Park.

Streets & Alleys Committee (Chairman Berry):

Chairman Berry advised that he met with School Superintendent Kim Briggs to discuss the Safe Routes to School Grant. Chairman Berry and City Engineer Sheffer will attend an IDOT presentation on the grant application process.

VIII. PUBLIC COMMENT

Mark Beare from Monroe Randolph Transit District presented a proposal for the Go Local Program.: The Monroe Randolph Transit District provides public transportation to anyone living or traveling within Monroe and Randolph Counties. Participating in the Go Local Program provides residents with half-price ($3) fares for trips entirely within Chester’s city limits. The Monroe Randolph Transit District is requesting each municipality pay $1 per capita to offer affordable transportation through the Go Local Program. After an inquiry from Alderman Maes, Mr. Beare advised last year MRTD provided approximately 1,000 trips for Chester residents.

ORDINANCE #1797 – AN ORDINANCE FIXING THE SALARIES OF VARIOUS APPOINTED MUNICIPAL OFFICERS OF THE CITY OF CHESTER:

Alderman Dudenbostel moved to amend the salary of the Animal Control Officer. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Maes, Berry, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

ORDINANCE #1798 – AN ORDINANCE AMENDING SECTION 28-1-7 OF CHAPTER 28 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATING TO PARKS:

Alderman Moore moved to approve the amendments to Section 28-17-7 relating to parks. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Platt. Nays: Alderman Buckham. Absent: Alderman Hill. Motion carried.

Employee Starting Salary:

Alderman Valleroy moved to pass a resolution to increase the full-time starting salary to $37,500.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

ORDINANCE #1799 – AN ORDINANCE ESTABLISHING DIVISION X, SECTION 1-2-112, SECTION 1-2-113 AND SECTION 1-2-114 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, RELATIVE TO A PROJECT MANAGER:

Alderman Dudenbostel moved to approve the job description of the Project Manager. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Alderman Hill: None. Motion carried.

Proposed Budget/Statement of Income:

Alderman Berry moved to approve the proposed budget and estimated income for Fiscal Year 2024. Alderman Moore seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Appropriation Ordinance Hearing:

After explanation from City Attorney Coffey, Alderman Platt moved to set the Annual Appropriation Hearing for July 17, 2023 at 5:30 p.m. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

Executive Session:

At 6:17 p.m., Alderman Platt moved to enter into Executive Session under the Open Meetings Act 5 ILCS 120/2(C) under exception (1) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Hill. Motion carried.

The council returned from Executive Session at 7:10 p.m. No action was taken in Executive Session.

XI. ADJOURNMENT

At 7:11 p.m., Alderman Dudenbostel moved to adjourn the meeting. Alderman Platt seconded the motion. VOTE: Ayes: Aldermen Platt, Berry, Moore, Maes, Dudenbostel, Valleroy, Buckham. Nays: None. Absent: Alderman Hill. Motion carried.
