Chester Community Unit School District 139 Board of Education met June 15.

Here are the minutes provided by the board:

The Board of Education of Chester Community Unit School District No. 139 held a Regular Meeting on June 15, 2023, in High School FACS Classroom B217. President Debi Caraway called the meeting to order at 6:00 p.m.

Belton motioned, Davitz seconded to enter into executive session at 6:02 p.m. for the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public. Roll call vote. Ayes: Belton, Caraway, Coffey, Davitz, Fricke, Krieg, Malley. Nays: none. Motion carried.

Barney Mundorf District Attorney was present in executive session.

Grade School Principal Bill Grafton and High School Principal Jeremy Blechle were both present in executive session and exited at 6:57 p.m.

Malley motioned,Belton seconded to return to open session at 7:20 p.m. Roll call vote. Ayes: Belton, Caraway, Coffey, Davitz, Fricke, Krieg, Malley. Nays: none. Motion carried.

● No public comment was presented

Superintendent Kimberly Briggs presented the amended budget.

Malley motioned, Belton seconded to adopt the FY23 Amended Budget of Chester School District No. 139 as presented. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Board Correspondence

● Caraway read cards from the family’s of Mary Ann Stumpe and Freeman Wise in appreciation of the Hall of Fame ceremony in addition to cards from the CEA and the family of Mary Ann Stumpe thanking the district for the memorial donation to the CEA scholarship fund.

Eric Robinson, of Robinson Transport, Inc. in Harrisburg, spoke to the board regarding possible plans for bus transportation for the upcoming school year under SWIBCO contract extension.

Davitz motioned, Belton seconded to approve the consent agenda and items as listed. Roll call vote. Ayes: Malley, Belton, Davitz, Fricke, Coffey, Caraway, Krieg. Nays: none. Motion carried.

High School Athletic Director’s Report

● Matt James, Chance Mott and Evan Dunning were named to the All Conference Baseball Team

● Emma Eggemeyer and Elaina Lutman were named to the All Conference Softball Team

● Paige Vasquez finished 10th in state shot put

● Volleyball is holding camp for K-8th graders this week

● Boys basketball will be holding camp for 3rd-8th graders from June 21st-23rd

● Chester Clinic will be holding free sports physicals on July 15th from 8am-11am

Grade School Athletic Director’s Report

● Track had awards night and uniforms are turned in

● Head track coach has resigned and we are looking for a new coach for next season

● Several 6th graders are interested in playing golf. Would like to consider a team for the Spring 2024 season

● Fall schedules are being finalized for baseball, softball and cross country

Maintenance Report

● Watering football field has started and practice field is striped

● Cabinets are hung in life skills room and waiting on cabinets to arrive

● Started training new maintenance director, Preston

● Cleaning, waxing, etc. has been going well at the grade school. Custodians are doing a fantastic job

● Rig cap is done on the grade school shed and keeping rain out

● Arranging to get the city to dig up around the force main at the track lift station

● Removed old ventilator from the library. Framed up the old opening, covered it with plywood and painted it

Grade School Principal’s Report

● Cleaning is going nicely. The books for the reading room are moving back to the library and several teachers are moving rooms

● Construction on the 4th/5th grade wing is underway. Ceilings and HVAC units have been removed. The new cassette for heating and cooling are hung. They have also begun hanging the new ductwork as well

● Working on making the transition from Skyward over to TeacherEase for registration. Looking at the end of July for online registration

● Kindergarten screenings will take place August 16th-19th. August 22nd is meet the Kindergarten teachers night at 5pm. Kindergarten’s first day will be August 23rd

● The schedule for next year is in the process of being finalized

● Dental Safari was at the school on June 6th

High School Principal’s Report

● Summer school has begun and is entering the second week. Will be in session till the end of June

● Summer cleaning is about 40% complete. Inside and outside cosmetic upgrades are being completed as well

● Life skills kitchen is getting close to completion

● Scheduled a walk through with board members on July 19th to show progress and future plans

Superintendent’s Report

● Ended the school year with longevity awards, retirees and Hall of Fame inductions

● Working with the city to help with Safe Route to Schools grant

● Positions available include secretary, paraprofessional and special education teacher

● Working on amending grants

● No start date yet on the high school vestibule

● Continuing training this month with PBIS (Positive Behavior Intervention and Supports)

The board conducted the second reading of the Grade School and High School 2023-2024 handbooks.

Belton motioned, Fricke seconded to approve the second reading of the Grade School 2023-2024 handbook. Upon roll call, all members voted aye. Motion carried.

Davitz motioned, Belton seconded to approve the second reading of the High School 2023-2024 handbook. Upon roll call, all members voted aye. Motion carried.

The board discussed East Perry Timber Procurement, LLC harvesting trees and tabled the approval at this time. The board conducted the first reading of Press Policy 111 and 112 updates and the first reading of the 2023 Employee Handbook.

Davitz motioned, Malley seconded to approve the IHSA membership and adopt bylaws for the 2023-2024 school year. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Belton seconded to approve the CEA Collective Bargaining Agreement for 2023-2026. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Davitz seconded to approve the resolution of electronic sale to dispose of outdated electronics no longer being used within the district. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Belton seconded to approve QNS wiring bid proposal category 2 - E-rate total of $168,399.81 with E-rate funding of $86,899.27 and district funding of $81,500.54. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Davitz motioned, Belton seconded to approve Nevois Construction proposal for media room closet & Just for Jackets storage in the amount of $48,519.00. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Krieg seconded to approve Nevois Construction proposal for locker room storage and kitchen doors in the amount of $32,561.00. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Belton motioned, Malley seconded to approve the application for payment #3 to Heartland Mechanical Contractors for Chester Grade School Roof & HVAC Replacement in the amount of $70,858.30. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Belton seconded to accept SWIBCO contract extension bid under new ownership for the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Fricke seconded to approve the MOU with the CEA regarding Pamela Fogerson ESL endorsement. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Davitz seconded to approve the MOU with the CEA regarding Shirley Stegmann’s wages in the event of reassignment. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Davitz motioned, Fricke seconded to approve to employ Jeff Mott as High School Girls Basketball Coach for the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Fricke seconded to approve to employ Jennifer Coleman as High School Girls Assistant Basketball Coach for the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Fricke motioned, Belton seconded to approve to employ Laura Bogard as a Grade School Paraprofessional pending background check and certification for the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Davitz seconded to approve to reassign Karson Colvis from Early Childhood to Second Grade Teacher effective the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Davitz motioned, Belton seconded to accept Lorin Mott’s declined offer of Maintenance Director position previously approved to employ on May 18th. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Fricke seconded to approve to employ Preston Bogard as Maintenance Director at $26/hr effective immediately. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Davitz motioned, Malley seconded to approve to employ Jenny Cartwright as Grade School & High School Athletic Director for the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Belton seconded to accept the resignation of James Juenger as Esports Coach effective the end of the 2022-23 school year. Upon roll call, all members voted aye. Motion carried.

Davitz motioned, Fricke seconded to accept the resignation of Danielle Draves as Grade School Head Track Coach effective June 1, 2023. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Davitz seconded to approve to employ Dawnye Appel as Esports Coach for the 2023-24 school year. Roll call vote. Ayes: Malley, Krieg, Belton, Davitz, Fricke, Coffey, Caraway. Nays: none. Motion carried.

Malley motioned, Belton seconded to accept Paul Zemlyn as High School Boys Golf Volunteer for the 2023-24 school year. Upon roll call, all members voted aye. Motion carried.

Davitz motioned, Krieg seconded to accept Michael Riggio as High School Football Volunteer for the 2023-24 school year. Upon roll call, all members voted aye. Motion carried.

Motion by Davitz and seconded by Malley to adjourn the meeting at 8:36 p.m. Upon roll call, all members voted aye. Motion carried.
