Monroe County Board of County Commissioners met June 19.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included County Clerk Jonathan McLean, Deputy County Clerk Mia VanZandt, State’s Attorney Ryan Webb, Sidney Horn, Pat Kelly, and Scott Woodsmall with the Republic-Times.

There were no public comments.

Commissioner Green made a motion to approve the following County bills and payroll for payment. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

ACCOUNTS PAYABLE JUNE 19, 2023

Commissioner Koerber made a motion to approve the regular Board meeting minutes from June 6, 2023. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to amend the agenda to add an old business item titled Ordinance Amending County Clerk Fees. The ordinance was read at the Board meeting on June 6, 2023 and should have been placed on the June 19, 2023 meeting agenda for a roll call vote. Second by Commission Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve the Ordinance Amending County Clerk Fees. The reason for the change is because the State of Illinois increased the RHSP fee to $18. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #23-5

No action was taken on the Courtyard/Bandstand use application for PumpkinFest.

Commissioner Koerber made a motion to approve a resolution to reappoint Michael Kirk, M.D. to the Monroe County Board of Health for a term of one-year with term to commence on July 1, 2023 and expire on June 30, 2024 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-54

Commissioner Koerber made a motion to approve a resolution to reappoint Barbara Wagner to the Monroe County Board of Health for a term of one-year with term to commence on July 1, 2023 and expire on June 30, 2024 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-53

Commissioner Koerber made a motion to approve a resolution to appoint Brittney McBride to the Community Mental Health 708 Funding Board for a term of four years with term to commence on June 19, 2023 and expire on June 18, 2027 or until a successor is appointed and has qualified. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-55

Commissioner Green made a motion to approve a resolution to reappoint James Lansing to the Palmier Hill Cemetery Board for a term of three year with term to commence on July 2, 2023 and expire on July 1, 2026 or until a successor is appointed and has qualified. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-56

Commissioner Koerber made a motion to approve a raffle license for Dude’s Playground. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to reappoint the Regional Superintendent of Schools and appoint the Assistant Superintendent of Schools to serve as Monroe County and Randolph County Truant Officers. Truancy Officer stipend of $38,000 approved, and to be reviewed for each new fiscal year. Passage of current fiscal stipend approved by commissioners pursuant to Regional Superintendent representation of grant funding availability to fully fund same. Truant officer compensation in future fiscal years will be fixed on an annual basis approved by the Monroe and Randolph County Boards. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Shari Kruep presented a monthly Oak Hill Care Center Report.

Chris Voelker came before the Board with four (4) flood plain variance applications.

(1) Parcel number 09-08-100-003-000 for construction of solar panels. Commissioner Green made a motion to approve the application. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

(2) Parcel number 14-02-200-001-000 for construction of a grain bin. Commissioner Koerber made a motion to approve the application. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

(3) Parcel number 03-25-400-002-001 for construction of a grain bin. Commissioner Koerber made a motion to approve the applications. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

(4) Parcel number 03-26-100-001-000 for construction of a livestock building. Commissioner Green made a motion to approve. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

County Treasurer Kevin Koenigstein presented a semi-annual financial statements and collector report. Commissioner Koerber made a motion to approve. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to go into closed meeting for the purpose of discussion of pending litigation. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Meeting closed at 9:35 a.m. Resolution #23-57

Commissioner Koerber made a motion to come out of closed meeting. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Meeting open at 9:53 a.m. Resolution #23-58
