City of Pinckneyville City Council met July 10.

ROLL CALL
Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Peradotta.
PREVIOUS MINUTES
Commissioner Hicks made a motion, which was seconded by Commissioner Peradotta, to approve the minutes of both the June 26, 2023, regular council meeting and the July 5, 2023, Public Meeting. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
TREASURER’S REPORT
Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $1,115,722.92 for the payroll period ending June 2023, up from last year. He stated that the regular hours of 41,619 were up from last year and overtime hours of 1,208.5 were down from last year. It was noted that June 2023 had three pay periods, while June 2022 had two pay periods, which is why payroll figures increased over last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
ACCOUNTS PAYABLE
Commissioner Stotlar made a motion to approve the accounts payable with one additional invoice from IMGA for the June natural gas bill in the amount of $7,886.89. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

AMERICAN THRESHERMAN ASSOCIATION REQUEST TO CLOSE BALLPARK ROAD
Josh Giacomo, representing the American Thresherman Association, requested to close Ballpark Road during the 2023 August ATA Show from Monday, August 14, 2023, and reopen it on Monday, August 21, 2023. They also requested to have the Opening Power of Parade travel through town starting at 5:00 p.m. Wednesday, August 16, 2023, following the same route as the Mardi Gras parade. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
AMERICAN THRESHERMAN ASSOCIATION DONATION REQUEST
Josh Giacomo, representing the American Thresherman Association, requested a $1,500.00 donation from the hotel/motel tax fund to be used to help offset their 2023 advertising costs. Commissioner Hicks made a motion to approve the donation, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
LAUREN MOORE OF TAPS AND VINE REQUESTS REMOVAL OF BANNER IN FRONT OF HER BUSINESS AT 9 WEST JACKSON STREET
Lauren Moore of Taps and Vine stated the Veteran’s banner on the City light pole in front of her business is blocking her business sign and requested to have it removed and placed in a different location. She stated Purely Pinckneyville put up the banners and she has requested it be moved several times with no response. She stated they recently informed her that it was on the City’s pole and she would have to take it up with the City. She stated you can no longer see her business sign from the square, which is hurting her business. Commissioner Hicks stated he had looked at it and it is definitely blocking her business sign. Ms. Moore said if it could be raised or lowered that would be fine. Commissioner Peradotta said there are 3- 4 poles down due to the highway construction, so it could be moved to one of those when the light poles are put back up. Mayor Spencer said he would talk to Purely Pinckneyville. Commissioner Stotlar said the City needs to take care of its businesses. Commissioner Hicks agreed it should be moved immediately. Ms. Moore thanked the Council.
REQUEST FROM PINCKNEYVILLE CHAMBER OF COMMERCE TO COLLECT ON CITY STREETS
Pinckneyville Chamber of Commerce requested permission to collect at the 4-way stop for a Mardi Gras Fundraiser for the Queen’s Pageant on September 23, 2023, from 9 a.m. to 1 p.m. Betti Mucha and Ashley Bathon were present representing the Chamber and stated the money collected goes toward the queen’s scholarship. Commissioner Hicks made a motion to approve the collection request, which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
BORING AND GAS MAIN INSTALLATION INVOICE FROM USDI
Commissioner Kuhnert requested approval of an invoice from USDI in the amount of $24,465.40 for boring and installation of the 2” gas main in Imperial Heights to be paid from the gas fund. Motion made by Commissioner Kuhnert, seconded by Commissioner Peradotta to approve the request. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
HIRE AND POST A NOTICE OF BID FOR AN OPERATOR – WASTEWATER TREATMENT PLANTS
Commissioner Kuhnert requested approval to hire and post a Notice of Bid for an Operator – Wastewater Treatment Plants. Motion made by Commissioner Kuhnert, seconded by Commissioner Peradotta to approve the request. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
APPROVAL OF QUOTE FROM SUBSURFACE SOLUTIONS TO PURCHASE TRANSMITTER KIT
Commissioner Kuhnert requested approval of a quote from Subsurface Solutions in the amount of $8,858.00 to purchase a new RD8200 10 Watt radiodetection transmitter kit to be split equally between the gas and water fund. Motion made by Commissioner Kuhnert, seconded by Commissioner Stotlar to approve the request. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
OILING AND CHIPPING OF STREETS
Commissioner Peradotta reminded residents that the streets within the boundaries of South Main Street, West Water Street, Mill Street, and Parker Street, along with part of Mann Drive, Front Street, County Road, Arch, Midway and fairground entrance, will be oiled and chipped July 11, 12, and 13, from approximately 7 a.m. to 5 p.m., weather permitting. No parking signs were set out today. He expects Walnut Street to be done the morning of July 12 before businesses open. Illini Asphalt has been contracted to do the work.
INFRASTRUCTURE UPDATE FROM MAYOR SPENCER
Mayor Spencer presented an update from the July 5th Public Meeting on the infrastructure updates in town. Work is beginning on the sewer relocation project this week and Illinois Highway 127 construction continues. Construction around McDonald’s is expected to be completed this week and both northbound and southbound lanes of Illinois Highway 127 will be open on the East side of the Courthouse. Then construction can begin on the West side of the Courthouse. Stoplights are expected to be installed mid-September. When South Main Street is shut down completely for the sewer replacement, traffic will be detoured around town. Those coming from the South, will be diverted on Highway 152, either East to Du Quoin and Highway 51 or West to the County Line Road to Highway 154.
PUBLIC COMMENT
Ronald Hoormann asked if the ordinance had been approved or held over for the $1,750 connection fees for homeowners. He stated he, and many others, are on a fixed income and can’t afford this type of cost. Mayor Spencer replied it had been approved. Commissioner Kuhnert stated he didn’t know when the fee when into effect, but there wasn’t a change to the fee in this ordinance amendment. Commissioner Peradotta stated this is for trenching into the street when the clog starts on the customer’s property; if the clog is on the City’s side, the customer is not charged. City Attorney Don Bigham confirmed it is only if the road is disturbed.
Mr. Hoormann then brought up another issue of concern. He asked if the police could do something about the speeders in town. He stated he rides a mobility scooter, and uses the sidewalks when available, but a lot of time he must travel on the street and he is confronted by speeding cars and tailgaters. Commissioner Hicks told him if he could get a license plate number, he should bring it to the police department, as this is considered reckless driving. Mr. Hoormann’s wife, Carrie, also stated it would be beneficial if people couldn’t park on both sides of the streets as it only narrows the path he has to take with his scooter.
Josh Giacomo of the American Thresherman Association gave a report on the roof of the grandstand and the Perry County Fairgrounds. He stated the Fair Board had been in contact with the insurance, and they did not believe it would affect their August show. Mayor Spencer and Commissioner Kuhnert stated they had both talked to the Fair Board about the roof.
