Mayor Hill announced that if Ordinance No. 3646 is approved, it would formally extend the disaster declaration from the storm until August 7th . Mayor Hill reported that recovery efforts will be ongoing and thanked everyone who help in the recovery efforts.

1. Resolution No. 2023-13 Approving an Intergovernmental Agreement Between the City of Columbia and Columbia Community Unit School District #4 (Bolm-Schuhkraft Memorial Park Improvements)
City Administrator Douglas Brimm explained that based on the previous meeting the school district will improve the area at their own expense. The City will perform maintenance on the parking area but will get reimbursed by the school district.
Alderman Lawlor question specifics on the drainage and Alderman Niemietz inquired about potential pathways and walkways.
Mr. Brimm stated this was the conceptual phase and both parties would still have to sign off on the final design.

10. Motion to Approve Preliminary Engineering Agreement with Millennia Professional Services for the Creekside Connector Trail Project
Mr. Smith explained the City received a TAP Grant for the Creekside Connector Train Project.

11. Discussion of Monroe County Proposed Detour- Bluff Road Bridge Replacement
Mr. Smith reported Monroe County is planning on replacing the Bluff Ridge Bridge and they are requesting a detour along Valmeyer Road. It would be a 4-6 month project to begin Summer/Fall 2024.
Alderman Garmer expressed concerns regarding the current visibility at Valmeyer Road and Bluff Road.
12. Discussion of a Phasing Plan for the St. Louis Steamers Soccer Club and Final Development Plan for Phase 1 of the Development
Brian Schmuke addressed the Council on behalf of the St. Louis Steamers Soccer Club. The proposed complex would have a positive community impact and help the City economically.
Gary Hoelscher from Millennia Professional Services reviewed the proposed plan of where the soccer fields and building would be located. The design would take into consideration storm water so that it wouldn't impact surrounding land.
Mike Schneider from Quadrant Design reviewed the proposed building. Occupancy would be around 300 and would have a masonry exterior. The concession stand would have a fresh air concept.
Mr. Schneider addressed the temporary bathroom concerns. Mr. Schneider stated the temporary bathrooms would be modular, air conditioned, and ADA compliant.
Mr. Schmuke explained the first field would be built and once they were at the break even point then the second field and permanent structure would be built.
L. Closed Session
Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2(c){6) Setting a Price for Sale or Lease of Property Owned by the Public Body
