Chester Community Unit School District 139 Board of Education met July 20.

Here are the minutes provided by the board:

The Board of Education of Chester Community Unit School District No. 139 held a Regular Meeting on July 20, 2023, in High School FACS Classroom B217. President Debi Caraway called the meeting to order at 6:00 p.m.

Malley motioned, Davitz seconded to enter into executive session at 6:01 p.m. for the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public. Also for the discussion of minutes of meetings lawfully closed under this act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Roll call vote. Ayes: Belton, Caraway, Coffey, Davitz, Fricke, Krieg, Malley. Nays: none. Motion carried.

High School Principal Jeremy Blechle was present in executive session and exited at 7:18 p.m.

Krieg motioned, Coffey seconded to return to open session at 7:38 p.m. Roll call vote. Ayes: Belton, Caraway, Coffey, Davitz, Fricke, Krieg, Malley. Nays: none. Motion carried.

Athletic Director’s Report

CGS

● Baseball tryouts for 7th-8th graders will take place July 31st and August 1st with regular practice beginning on August 2nd

● Resignation of the softball coach and pending a new hire on this agenda

● Also pending approval of volleyball and track coach on this agenda

CHS

● 3 female and 1 male athletes selected on th3 SICA all-south team

● Football open practices and participating in 7 on 7’s

● Volleyball has been having open gyms and participating in scrimmages

● Golf athletes helped out at the golf clinic, hosted by Chester Country Club, which was every Monday in June

● Dance will be performing at the Cardinals game on August 14th

● Free sports physicals were Saturday, July 15th. Approximately 62, 5th-12th graders took part in this event

Maintenance Report

● Replaced several parking lot entrance lights at the grade school

● Exhaust louvers were not opening on the main gym at the high school. Replaced 3 actuators and they are now working properly

● GFCI outlets for water fountains have been replaced at both schools

● Mowed the football field and striped the practice main field

● Ran electrical lines to power both cameras for the main gym and football field

● Cleaned the grills of exhaust units in the main gym

● Golf cart was serviced

● Cleaned and changed filters for all the roof air handling units at both schools

Grade School Principal’s Report

● Work in the 4th/5th grade wing is moving along well. Tentative completion date of August 4th

● Online registration opens Tuesday, July 25th. In person registration is Thursday the 27th & Friday the 28th

● Scheduling is almost complete for the upcoming school year

● Custodial staff has worked hard cleaning this summer and the building is looking very nice

● Several teachers attended summer workshops and/or have started work on their classroom and curriculum

● Office staff have been working diligently to prep for the upcoming school year

● Open house on Tuesday August 15th and first day of school is August 16th with early dismissal

● Kindergarten open house is on Tuesday August 22nd and their first day is Wednesday August 23rd

● Early Childhood and Pre K’s first day is August 30th with an open house on Monday August 28th

● Teachers have created our matrix for PBIS and are eager for implementation

High School Principal’s Report

● Summer school is complete and 19 students have successfully recovered credit

● The English department and SWIC have met a few times working on building the Transitional English curriculum

● Online registration is set for July 25th and high school will provide in person registration by appointment only

● Summer cleaning is finishing up. The maintenance and janitorial crew will begin final cleaning checks

● Freshman Academy is August 9th

● CHS “Saved By the Bell” open house for parents will be held the first week of student attendance

Superintendent’s Report

● The team has been working on registration

● Bookkeeper and Mrs. Briggs went to training this week for the budget

● Vestibule work at the high school started earlier this month

● Also working on the new closet in the Media Center for the band and Just for Jackets

● Sealing the parking lot this week at the high school

● Found termite damage at the high school and it is being treated

● The Building Committee met this month to review current and new projects

● PBIS training this summer

● Several teachers went to the ROE for training on Morphology and Comprehensive Orton-Gillingham Plus training for reading

● Mrs. Cartwright is working hard to prepare schedules and coaches for the upcoming school year

The board conducted the second reading of Press Plus Policy updates. Fricke motioned, Belton approved the Press Plus Policy 111 and 112 updates. Upon roll call, all members voted aye. Motion carried.

The board conducted the second reading of the 2023 Employee Handbook. Belton motioned, Davitz seconded to approve the 2023 Employee Handbook. Upon roll call, all members voted aye. Motion carried.

The board discussed East Perry Timber Procurement, LLC to harvest 101 trees with an estimated value of $12,100.00. No motion was made.

Fricke motioned, Krieg seconded to accept the annual review of closed meeting minutes. Upon roll call, all members voted aye. Motion carried.

The board conducted the first reading of the 2023-2024 Extracurricular Code of Conduct. Davitz motioned, Coffey seconded to approve the 2023-2024 Extracurricular Code of Conduct. Upon roll call, all members voted aye. Motion carried.

Fricke motioned, Malley seconded to approve the registration dates, fees and meal prices for the 2023-2024 school year. Roll call vote. Ayes: Coffey, Krieg, Belton, Davitz, Fricke, Malley, Caraway. Nays: none. Motion carried.

Davitz motioned, Coffey seconded to accept the escalator milk bid from Prairie Farms as submitted for the 2023-2024 school year. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Malley motioned, Belton seconded to accept the paper bid from Contract Paper Group in the amount of $33.50/case for the 2023-2024 school year. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Malley motioned, Coffey seconded to approve renewal of PSIC Property Casualty and Workers Compensation Insurance for a total of $162,268.74. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Fricke motioned, Krieg seconded to approve application for payment #4 to Heartland Mechanical Contractors for Chester Grade School Roof & HVAC replacement in the amount of $75,102.69. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Malley motioned, Coffey seconded to approve the Consolidated District Plan for FY24. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Belton seconded to approve the quotes for grade school and high school marquees and a football scoreboard from Varsity Scoreboards at a total of $192,235. Roll call vote. Ayes: Davitz, Belton, Coffey, Malley, Caraway. Nays: Fricke, Krieg. Motion carried.

Malley motioned, Coffey seconded to designate Kimberly Briggs, Superintendent, to develop a tentative budget and adopt FY24 Budget Resolution. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Davitz motioned, Coffey seconded to approve the facility request from Chester Stingers for use of football field, concession stand and announcer booth for Stinger games in September-November 2023. Upon roll call, all members voted aye. Motion carried.

Krieg motioned, Belton seconded to approve Baysinger bid for re-keying grade school and high school buildings at a total of $538,020.00. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

The board discussed the high school concession stand project.

Fricke motioned, Belton seconded to approve to employ Shannon Moore as a 10 month Grade School Special Education Secretary at $14.10/hr effective July 31, 2023 pending successful EHR and background check results. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Davitz motioned, Malley seconded to approve to employ Hannah Carlock as Early Childhood Teacher effective August 14, 2023 pending successful EHR and background check results. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Belton motioned, Coffey seconded to approve the resignation of Steve Browning as Grade School Social Studies/Computers Teacher effective July 12, 2023. Upon roll call, all members voted aye. Motion carried.

Fricke motioned, Krieg seconded to approve the resignation of Elisha Gaertner as High School Head Cook effective July 19, 2023. Upon roll call, all members voted aye. Motion carried.

Belton motioned, Malley seconded to approve to reassign Diane Ellison from Early Childhood Teacher to Special Education Teacher effective the 2023-24 school year. Upon roll call, all members voted aye. Motion carried.

Fricke motioned, Coffey seconded to approve to reassign Kim Gross from Grade School Administrative Assistant to Grade School Paraprofessional effective the 2023-24 school year. Upon roll call, all members voted aye. Motion carried.

Davitz motioned, Fricke seconded to approve to reassign Jamie Clasen from High School Cafeteria Personnel to High School Head Cook for 6 hrs/day at $17.15/hr effective August 14, 2023. Roll call vote. Ayes: Davitz, Fricke, Belton. Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Belton motioned, Coffey seconded to approve to reassign Tina Clark, High School Cafeteria Personnel, from 5 ½ hrs/day to 6 hrs/day. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Malley motioned, Belton seconded to approve to reassign Christa Howie from Student Services Secretary to District Data Secretary effective immediately. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Krieg seconded to approve to employ Don Martin as Grade School Head Volleyball coach for the 2023-24 season pending successful EHR and background check results. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Fricke motioned, Davitz seconded to approve to employ Courtney Hecht as Grade School Head Softball coach for the 2023-24 season. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Fricke motioned, Belton seconded to accept Chett Andrews as High School Boys Golf Volunteer for the 2023-24 season. Upon roll call, all members voted aye. Motion carried.

Malley motioned, Davitz seconded to approve Tim Paulus’ rescinding of retirement and extending employment to receive a fourth year in the 6% incentive. Roll call vote. Ayes: Davitz, Fricke, Belton, Coffey, Krieg, Malley, Caraway. Nays: none. Motion carried.

Motion by Krieg and seconded by Belton to adjourn the meeting at 8:49 p.m. Upon roll call, all members voted aye. Motion carried.
