City of Columbia City Council met Aug. 7.

A. Call Meeting to Order
Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.
B. Roll Call

F. Comments & Announcements - Mayor
Mayor Hill thanked Mr. Brimm and the Department of Public Works for their hard work following the June 30th Storm and read letters of appreciation from residents.
Mayor Hill also announced the following events:

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

J. Closed Session
City Administration Douglas Brimm inquired if the Council would like to go into Closed Session to discuss Collective Bargaining under 5 ILCS 120/2(c)(2). There was no Closed Session held at this time.
K. Unfinished Business
1. Resolution No. 2023-17 Approving a Collective Bargaining Agreement Between the City of Columbia and the American Federation of State, County and Municipal Employees, Council 31 (Columbia EMS)
Mr. Brimm reviewed with the Council the tentative agreement reached with the AFSCME regarding the EMS personnel.

It was moved by Alderman Garmer and seconded by Alderman Huch, to pass and approve Resolution No. 2023-17, a Resolution Approving a Collective Bargaining
Agreement Between the City of Columbia and the American Federation of State, County and Municipal Employees, Council 31 (Columbia EMS)

2. Motion to Approve Phasing Plan and Final Development Plan for Phase 1 of St. Louis
Steamers Development
City Engineer Chris Smith announced the St. Louis Steamers Phase 1 Development Plan was resubmitted and staff saw no issues.
Representatives for the St. Louis Steamers Brian Schmuke and Jason Glover reviewed the phases of development. Phase 1 will consist of the first field and parking lot. Phase 2 will be the second field and restaurant. Phase 3 will be a third field.
Alderman Riddle questioned if they have considered hosting Lacrosse in addition to Soccer. Mr. Glover confirmed they have planned for Lacrosse and Field Hockey opportunities. If approved, they could possibly host soccer games by this fall.

It was moved by Alderman Riddle and seconded by Alderman Niemietz, to Approve Phasing Plan and Final Development Plan for Phase 1 of St. Louis Steamers Development

1. Ordinance No. 3650 Amending Section 10.52.020 (Schedule "B") Of Chapter 10.52 (Traffic Schedules) of Title 10 (Vehicles and Traffic), Of the Municipal Code of the City Governing Stop Intersections in the City of Columbia, Illinois
Mr. Brimm reported citizens have expressed concern surrounding the intersection of Charlotte Avenue and Justin Drive not having any stop signs.

It was moved by Alderman Holtkamp and seconded by Alderman Niemietz, to pass and approve Ordinance No. 3650, an Ordinance Amending Section 10.52.020 (Schedule "B") Of Chapter 10.52 (Traffic Schedules) of Title 10 (Vehicles and Traffic), Of the Municipal Code of the City Governing Stop Intersections in the City of Columbia, Illinois

Motion to Approve a Memorandum of Understanding for Columbia Fire Protection District Access to Computer Aided Dispatching/Records Management Systems IT Director James Mitchell announced this MOU would allow the Columbia Fire Protection District to monitor events using the City's CAD software. Mr. Mitchell reported CFPD would have limited access but would be able to add relevant notes.
