City of Columbia City Council met Aug. 7.

Minutes of the Regular Meeting of the City Council of the City of Columbia, Illinois Held Monday, August 07, 2023 in the Council Room of City Hall.

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Lawlor, and Nobbe.

Absent: Alderman Khoury.

Quorum present.

Administrative Staff present:

City Administrator Douglas Brimm

IT Director James Mitchell

City Clerk Andrew Hitzemann

City Attorney Terry Bruckert

Chief of Police Jason Donjon

EMS Chief Kim Lamprecht

City Engineer Chris Smith

IT Support Analyst Courtney Konarcik

C. Pledge of Allegiance

Those in attendance recited the Pledge of Allegiance.

D. Proclamations /Recognitions /Presentations

1. Sgt. Josh Bayer - 20 Year Anniversary

Chief Donjon recognized and presented Sgt. Josh Bayer with a certificate for 20 years of service.

E. Public Input

There was no public input.

F. Comments & Announcements - Mayor

Mayor Hill thanked Mr. Brimm and the Department of Public Works for their hard work following the June 30th Storm and read letters of appreciation from residents.

Mayor Hill also announced the following events:

• Aug. 13: BackStoppers - Hot Rods for Heroes Car Show

• Aug. 13: Music at Metter

• Aug. 18-19: Columbia Days

• Aug. 26: 4th of July Celebration

G. Comments & Announcements - Aldermen

Alderman Niemietz expressed appreciation for the Department of Public Works.

H. Comments & Announcements - Department Directors

There were no Department Director comments.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda .

1. Motion to Approve Minutes of the July 17, 2023 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the July 17, 2023 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of July 13, 2023 through August 2, 2023 Totaling $585,179.76

4. Motion to Approve Statement of Funds for June 30, 2023

5. Resolution No. 2023-16 Providing for the Appointment of Members of Certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the Fiscal Year of the City Commencing May 1, 2023 and Ending April 30, 2024 

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Holtkamp, to approve the Consent Agenda as read .

Motion Passed.

J. Closed Session

City Administration Douglas Brimm inquired if the Council would like to go into Closed Session to discuss Collective Bargaining under 5 ILCS 120/2(c)(2). There was no Closed Session held at this time.

K. Unfinished Business

1. Resolution No. 2023-17 Approving a Collective Bargaining Agreement Between the City of Columbia and the American Federation of State, County and Municipal Employees, Council 31 (Columbia EMS)

Mr. Brimm reviewed with the Council the tentative agreement reached with the AFSCME regarding the EMS personnel.

Motion:

It was moved by Alderman Garmer and seconded by Alderman Huch, to pass and approve Resolution No. 2023-17, a Resolution Approving a Collective Bargaining Agreement Between the City of Columbia and the American Federation of State, County and Municipal Employees, Council 31 (Columbia EMS)

Motion Passed.

2. Motion to Approve Phasing Plan and Final Development Plan for Phase 1 of St. Louis Steamers Development City Engineer Chris Smith announced the St. Louis Steamers Phase 1 Development Plan was resubmitted and staff saw no issues.

Representatives for the St. Louis Steamers Brian Schmuke and Jason Glover reviewed the phases of development. Phase 1 will consist of the first field and parking lot. Phase 2 will be the second field and restaurant. Phase 3 will be a third field.

Alderman Riddle questioned if they have considered hosting Lacrosse in addition to Soccer. Mr. Glover confirmed they have planned for Lacrosse and Field Hockey opportunities. If approved, they could possibly host soccer games by this fall.

Motion:

It was moved by Alderman Riddle and seconded by Alderman Niemietz, to Approve Phasing Plan and Final Development Plan for Phase 1 of St. Louis Steamers Development

Motion Passed.

L. New Business

1. Ordinance No. 3650 Amending Section 10.52.020 (Schedule "B") Of Chapter 10.52 (Traffic Schedules) of Title 10 (Vehicles and Traffic), Of the Municipal Code of the City Governing Stop Intersections in the City of Columbia, Illinois

Mr. Brimm reported citizens have expressed concern surrounding the intersection of Charlotte Avenue and Justin Drive not having any stop signs.

Motion:

It was moved by Alderman Holtkamp and seconded by Alderman Niemietz, to pass and approve Ordinance No. 3650, an Ordinance Amending Section 10.52.020 (Schedule "B") Of Chapter 10.52 (Traffic Schedules) of Title 10 (Vehicles and Traffic), Of the Municipal Code of the City Governing Stop Intersections in the City of Columbia, Illinois

Motion Passed.

2. Motion to Approve a Memorandum of Understanding for Columbia Fire Protection District Access to Computer Aided Dispatching/Records Management Systems IT Director James Mitchell announced this MOU would allow the Columbia Fire Protection District to monitor events using the City's CAD software. Mr. Mitchell

reported CFPD would have limited access but would be able to add relevant notes.

Motion:

It was moved by Alderman Lawlor and seconded by Alderman Nobbe, to Approve a Memorandum of Understanding for Columbia Fire Protection District Access to Computer Aided Dispatching/Records Management Systems

Motion Passed.

3. Motion to Award Bid to DMS Contracting, Inc. for the Ghent Road Reconstruction - Phase 1 Project in the amount of $1,215,909.48

Motion:

It was moved by Alderman Huch and seconded by Alderman Riddle, to Award Bid to DMS Contracting, Inc. for the Ghent Road Reconstruction - Phase 1 Project in the amount of $1,215,909.48

Motion Passed.

M. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2(c)(11) Probable or Imminent Litigation

Motion:

It was moved by Alderman Lawlor, and seconded by Alderman Holtkamp, to direct the Mayor to go into Closed Session at 7:34 PM pursuant to 5 ILCS 120/2(c)(ll) Probable or Imminent Litigation

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:36 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Lawlor, Nobbe, and Mayor Hill were present.
