City of Chester City Council met Aug. 7.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, August 7, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Hill, Berry, Platt, Moore, Dudenbostel. Nays: None. Absent: Alderman Valleroy. Motion carried.

VI. REPORTS

City Clerk:

The city clerk presented an application for raffle licenses for the Chester Eagles. Alderman

Dudenbostel moved to ratify the action of the city council by issuing a raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

The city clerk presented an application for raffle licenses for St. John’s Lutheran Church and the Chester Boat Club. Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

The city clerk presented a business incentive package application from Chester Memorial Hospital. The applicant applied for a natural gas tap fee waiver and building permit waiver. Alderman Dudenbostel moved to approve the application as submitted by Chester Memorial Hospital. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Moore, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: Alderman Valleroy. Motion carried.

VII. COMMITTEE REPORT

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit, and to include payment to Bert’s Auto Service in the amount of $664.36 (fiscal year total, $1,090.40). Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Chairman Platt moved to approve the July report of the Evergreen Cemetery Clerk as presented. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Alderman Platt moved to approve Invoice #21712 payable to J.T. Blankinship, Inc. for engineering for the Reconstruction of Riverview Blvd. for $50,328.18. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

After an inquiry from Alderman Hill, City Engineer Sheffer advised the Riverview Blvd. Project should begin next summer. IDOT must complete the environmental before the project can begin.

VIII. DEPARTMENT HEADS

Chief of Police (Bobby Helmers):

Chief Helmers advised the department responded to 465 calls for service in July.

Appointment – Park & Recreation Committee:

Alderman Moore introduced and moved to approve the appointment of David Delcau as a new member of the Park and Recreation Committee. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Resolution – Homecoming Parade:

Alderman Hill moved to pass a resolution to request approval from the Illinois Department of Transportation for temporary closure of Route 150 from its intersection with Stacey Street to Taylor Street for the purpose of diverting traffic on October 6, 2023 from approximately 3:30 p.m. until 5:00 p.m. for the homecoming parade. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Gas Department – UTV:

Alderman Hill moved to ratify the action of the city council and waive formal competitive bidding for the purchase of 2023 CAN-AM UTV from Holzhauer’s for $35,000.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Dudenbostel, Buckham, Platt. Nays: Alderman Moore. Absent: Alderman Valleroy. Alderman Maes abstained. Motion carried.

Community Solar:

Alderman Dudenbostel moved to ratify the action of the city council and pursue approval for Community Solar with the State of Illinois. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Sewer Department – Replacement Sewer Main on Spring Street:

Alderman Hill moved to approve the bid from ACI-X to install a new sewer main on Spring Street for $9,900.00. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt, Hill. Nays: None. Absent: Alderman Valleroy. Motion carried.

Corrosion Control Study

City Engineer Harold Sheffer presented a proposal for an additional $20,300.00 payable to Geosyntec for additional water testing at the well site to complete the Corrosion Control Study. Alderman Dudenbostel’s motion was seconded by Alderman Hill. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt, Hill. Nays: None. Absent: Alderman Valleroy. Motion carried.

Washington County Water Company – Water Rates:

Alderman Maes moved to approve the amended water purchase contract with Washington County Water Company. Beginning December 1, 2023, Washington County Water Company agrees to pay $3.90 per 1,000 gallons of water. Beginning December 1, 2024, Washington County Water Company agrees to pay $4.02 per 1,000 gallons of water. Beginning December 1, 2025, Washington County Water Company agrees to pay $4.26 per 1,000 gallons of water. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt, Hill. Nays: None. Absent: Alderman Valleroy. Motion carried.

ORDINANCE #1804 – AN ORDINANCE AMENDING SCHEDULE “P” OF CHAPTER 24 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS:

Alderman Hill suggested amending the proposed Ordinance and adding a handicapped parking space in front of Knights of Columbus Hall. Alderman Hill requested the handicapped parking space for the Knights of Columbus since they were previously denied due to the location not meeting ADA requirements. Alderman Platt stated the Knights of Columbus Hall is on a steep incline and it would be a safety concern to place a handicapped parking space on a hill. Alderman Maes volunteered to discuss the need for a handicapped parking space with a representative from the Knights of Columbus and report back to the city council. Alderman Berry moved to approve Ordinance #1804 and add a handicapped parking space in front of 986 State Street. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: Alderman Valleroy. Motion carried.

Water Plant – Filter to Waste Valves:

Alderman Maes moved to waive formal competitive bidding and approve the quote from Municipal Equipment Company, Inc. for four filter to waste valves for the new backwash panel for $40,000.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Buckham, Platt, Hill. Nays: None. Absent: Alderman Valleroy. Motion carried.

XII. ADJOURNMENT

At 6:26 p.m., Alderman Maes moved to adjourn the meeting. Alderman Buckham seconded the motion. VOTE: Ayes: Aldermen Platt, Berry, Hill, Moore, Maes, Dudenbostel, Buckham. Nays: None. Absent: Alderman Valleroy. Motion carried.
