City of Pinckneyville City Council met Aug. 14.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Fire Chief Jim Gielow, and Economic Development Coordinator Carrie Gilliam. The Pledge of Allegiance was led by Commissioner Hicks.

PREVIOUS MINUTES

Commissioner Kuhnert made a motion, which was seconded by Commissioner Peradotta, to approve the minutes of July 24, 2023, regular council meeting. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $1,219,292.70 for the payroll period ending July 2023, down from last year. He stated that the regular hours of 45,594.75 and overtime hours of 1318 were both down from last year. It was noted that July 2022 had three pay periods, while July 2023 had two pay periods, which is why payroll figures decreased from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks thanked Larry Loos for assisting with barrel and stop sign placement near the Perry County Jail and McDonald’s immediately after the July 29 storm.

Commissioner Kuhnert noted the American Threshermen Association is hosting their August show this week starting with the tractor parade Wednesday evening, August 16, at 5:00 p.m. The event will continue through Sunday, August 20. City-wide yard sales will also be held during the same time.

Commissioner Peradotta thanked the Street Department for their time and effort after the July 29 storm. He stated it took all full- and part-time Street Department employees 10-12 days to clean up the debris. He also thanked the general public for their patience while they worked to clean up the town.

RESOLUTION NO. R-2023-33 – SLOW CHILDREN PLAYING SIGN – EAST PARKER STREET

Commissioner Hicks presented Resolution No. R-2023-33, a resolution authorizing the posting of a Slow Children Playing Sign within the City of Pinckneyville, Perry County, Illinois, on East Parker Street. Motion by Commissioner Hicks, seconded by Commissioner Peradotta to approve Resolution No. R-2023-33. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE INVOICE FROM RICHARD BOUCHER FOR AIRPORT

Commissioner Hicks requested approval of an invoice from Richard Boucher in the amount of $2,600.00 for work done at the Pinckneyville-DuQuoin Airport to be paid from the airport fund. Motion by Commissioner Hicks, seconded by Commissioner Stotlar to approve paying the invoice. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PERRY COUNTY BACKSTOPPERS REQUEST TO COLLECT ON CITY STREETS SEPTEMBER 30, 2023

Commissioner Hicks presented a request from the Perry County Backstoppers to collect at the four-way stop for their “fill the boot” collection on September 30, 2023, from 8:00 a.m. to Noon. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PINCKNEYVILLE COMMUNITY HIGH SCHOOL REQUEST TO HOLD HOMECOMING PARADE SEPTEMBER 29, 2023

Commissioner Hicks presented a request from Pinckneyville Community High School to hold a homecoming parade on Friday, September 29, 2023, at 2:15 p.m., following their usual parade route. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM IMCO TO REPLENISH COMMON WATER METER STOCK

Commissioner Kuhnert requested approval of a quote from IMCO in the amount of $16,539.35 to replenish common water meter stock for repairs and new services to be paid from the water fund. Commissioner Kuhnert made a motion to approve the purchase, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM USDI FOR GAS SERVICE LINE INSTALLATION TO COMMUNITY CENTER FOR EMERGENCY GENERATOR

Commissioner Kuhnert requested approval of a quote from USDI at a price not to exceed $4,569.00 for gas service line installation to the community center for an emergency generator to be paid from the community center/general fund. Commissioner Kuhnert made a motion to approve the purchase, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO PLACE AN ORDER AND PURCHASE A 2024 FORD F-250 TRUCK FROM VOGLER FOR STREET DEPARTMENT

Commissioner Peradotta requested approval to place an order and purchase a 2024 Ford F-250 truck from Vogler for the Street Department at a cost not to exceed $42,996.00. Commissioner Peradotta made a motion to approve the purchase, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2023-31 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO AN AGREEMENT WITH RICE SULLIVAN, LLC, FOR AUDIT SERVICES

Commissioner Stotlar presented Resolution No. R-2023-31, a resolution placed on file at the July 24, 2023, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Rice Sullivan, LLC, for audit services. Commissioner Stotlar made a motion to approve Resolution No. R-2023-31. Commissioner Kuhnert seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2023-29 TO ACCEPT BID PROPOSALS FROM HAGENE EXCAVATING, LLC, FOR DEMOLITION SERVICES AT 707 BELLE AND 106 FALLON STREET

Mayor Spencer presented Resolution No. R-2023-29, a resolution placed on file at the July 24, 2023, regular council meeting, to accept bid proposals from Hagene Excavating, LLC, for demolition services at 707 Belle and 106 Fallon Street. Commissioner Hicks made a motion to approve Resolution No. R-2023-29. Commissioner Peradotta seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2023-11 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO A SECOND AMENDMENT TO OPTION AND LEASE AGREEMENT WITH KIWI SOLAR 1, LLC

Mayor Spencer presented Ordinance No. O-2023-11, an ordinance placed on file at the July 24, 2023, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a second amendment to Option and Lease Agreement with Kiwi Solar 1, LLC. Commissioner Peradotta made a motion to approve Ordinance No. O-2023-11. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2023-30 AUTHORIZING A TAX INCREMENT FINANCING (TIF) REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, AND TAPS AND VINE, LLC

Mayor Spencer presented Resolution No. R-2023-30, a resolution placed on file at the July 24, 2023, regular council meeting, authorizing a Tax Increment Financing (TIF) Redevelopment Agreement between the City of Pinckneyville, Perry County, Illinois, and Taps and Vine, LLC. Commissioner Hicks made a motion to approve Resolution No. R-2023-30. Commissioner Kuhnert seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2023-12 APPROVING AN ADDENDUM AGREEMENT BETWEEN THE CITY OF PINCKNEYVILLE, ILLINOIS AND THE ILLINOIS DEPARTMENT OF TRANSPORTATION REGARDING THE PROJECT FOR REALIGNMENT OF ILLINOIS STATE ROUTE 127

Mayor Spencer presented Ordinance No. O-2023-12, an ordinance placed on file at the July 24, 2023, regular council meeting, approving an addendum agreement between the City of Pinckneyville, Illinois and the Illinois Department of Transportation regarding the project for realignment of Illinois State Route 127. Commissioner Peradotta made a motion to approve Ordinance No. O-2023-12. The motion was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE INVOICE FROM ST. CLAIR SERVICE COMPANY FOR SPORTS TURF MIXTURE FOR NEW SOCCER PARK

Mayor Spencer requested approval of an invoice from St. Clair Seed Company in the amount of $5,412.50 for Sports Turf Mixture for the new soccer park. Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to approve paying the invoice. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO HIRE THREE PART-TIME EMPLOYEES FOR THE AFTER-SCHOOL PROGRAM AT THE COMMUNITY CENTER

Mayor Spencer requested approval to hire three part-time employees for the After-School Program at the Community Center. Motion by Commissioner Kuhnert, seconded by Commissioner Hicks to approve the request. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENT

Laura Loos requested an update on the empty lot next to her commercial building that is directing water and mud to the sidewalk in front of her business entrance. Mayor Spencer stated the contractor has looked at the lot and is scheduled to correct the problem once the rain stops.

Jeff Egbert of the Pinckneyville Press – DuQuoin Weekly asked about the closure of Illinois State Route 127 when the sewer line is moved from the center of the highway to the west side. He asked if the highway will be closed and the timeframe of the closure. Mayor Spencer stated they are finished with the work on the west side and are waiting until after the Threshermen Show to finish the project. They intend to start Monday, August 21, and plan to work seven days per week. City Attorney Don Bigham stated IDOT has approved a complete closure of the highway for up to 14 days and traffic will be re-routed from all directions.

Economic Development Coordinator Carrie Gilliam noted the After-School Program at the Community Center stated today, and she encouraged drivers to slow down by the Community Center as children are being dropped off. Commissioner Kuhnert added that school buses are also out, so drivers should slow down, and stop as necessary, in areas where school buses are present.

Commissioner Peradotta noted that Canadian National Railroad will be closing the railroad crossing on Alyssum Road by the old soccer park and St. Bruno Catholic Cemetery this week to do maintenance on the track to smooth it out. He suggested general traffic use the underpass on West Lake Road, across from Hicks’ Guns, which has a 9’ clearance, and buses and commercial trucks will need to use the underpass on Caladium Road, just before Mueller Hill Cemetery, which has an 11’ clearance.
