City of Columbia City Council met Aug. 21.

Here are the minutes provided by the council:

A. Call Meeting to order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

8. Rollcall

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and Nobbe.

Absent: None.

Quorum present.

F. Comments & Announcements -Mayor

Mayor Hill thanked the community for-showing support for Columbia Days and Backstoppers -Hot Rod for Heroes Car Show. Mayor Hill reminded the Council of the rescheduled 4th of July Celebration is August 26.

There were no Aldermen Comments & Announcements.

H. Comments & Announcements - Department Directors

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the August 3, 2023 Regular city council Meeting

2. Motion to Approve Closed Session Minutes of the August 3, 2023 Regular City Council Meeting

3. Motion to Approve payment of vouchers for the period of August 3, 2023 through August 16, 2023 Totaling $448,984.65

4. Motion to Approve special Event Application -Columbia sons of the American Legion Veterans Honor-Que Fundraiser (November 3-4, 2023)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion: lt was moved by Alderman Khoury, and seconded by Alderman Riddle, to approve the

Consent Agenda as read.

Motion Passed.

Unfinished Business

1. Discussion of an lntergovernmental cooperation Agreement with Monroe county for Utilization of Valmeyer Road as Detour Route for Bluff Road Bridge Replacement Project.

City Administrator Douglas Brimm reviewed the draft of the lntergovernmental Agreement between Columbia and Monroe County. The draft agreement states the City will document current conditions and traffic volume on Valmeyer Road prior to construction. It is proposed the County reimburse a proportional cost based on the increase in average daily traffic during construction.

A draft has been provided to the County Engineer for review and comment.

K. New Business

1. Resolution No. 2023-18 for Improvement Under the Illinois Highway Code (Ghent Road Reconstruction -Phase 1)

Motion: lt was moved by Alderman Lawlor and seconded by Alderman Holtkamp, to pass and approve Resolution No. 2023-18, a Resolution for Improvement Under the Illinois Highway code (Ghent Road Reconstruction-Phase 1) `

Motion Passed.

2. Motion to Approve construction Engineering Agreement with Gonzalez companies, LLC for the Ghent Road Reconstruction -Phase 1

Motion: lt was moved by Alderman Holtkamp and seconded by Alderman Huch, to Approve Construction Engineering Agreement with Gonzalez Companies, LLC for the Ghent Road Reconstruction -Phase 1

Motion Passed.

L. Closed session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 lLCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees of the Public Body, 5 ILCS 120/2(c)(2) Collective Bargaining, and 5 lLCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body.

Motion: It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to direct the

Mayor to go into Closed Session at 7:12 PM pursuant to 5 lLCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employees of the Public Body, 5 lLCS 120/2(c)(2) Collective Bargaining, and 5 lLCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 8:04 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

There were no announcements.

N. Adjournment

Motion: lt was moved by Alderman Niemietz, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, August 21, 2023 at 8:05 PM.

Motion Passed.
