City of Chester City Council met Aug. 21.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, August 21, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

II. ROLL CALL

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Hill moved to amend the previous meeting minutes. Alderman Maes seconded his motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: Alderman Valleroy. Motion carried.

Alderman Maes moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk with the amendment proposed by Alderman Hill. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: Alderman Valleroy. Motion carried.

V. CORRESPONDENCE

VI. REPORTS

City Treasurer:

City Treasurer Colvis advised two CDs have matured. The Natural Gas Brokered CD was reinvested for a one-year term at 5.3%. The Motor Fuel Tax CD was reinvested for six-months term at 5.3% with Dieterich Bank.

City Clerk:

The city clerk presented an application for raffle licenses for the City of Chester – Fall Festival. Alderman Dudenbostel moved to issue the raffle licenses and waive the fidelity bond required of the raffle managers. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: Alderman Valleroy. Motion carried.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit, and to exclude payment to Phillips Meetings & Events for $250.99. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Chairman Platt moved to approve Pay Estimate #14 payable to Korte & Luitjohan Contractors, Inc. for Water Treatment Plant Improvements – Phase 1 for $157,049.74. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Maes, Hill, Moore, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Chairman Platt moved to approve Invoice #21733 payable to J.T. Blankinship, Inc. for engineering services provided for Water Plant Improvements Phase 1 for $9,496.50. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Maes, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: Alderman Valleroy. Motion carried.

Economic Development, Chamber & Beautification Committee (Chairman Hill):

Chairman Hill advised the Beautification/Tourism Commission is working on getting a light placed on Jeff Korando’s Building for the new mural. Alderman Hill stated the last boat will dock in Chester on September 23rd. Lastly, Alderman Hill noted the plant caretaker quit. The council will need to find a replacement for next year.

Utility Application for Service:

Alderman Hill moved to approve the utility service application prepared by City Clerk Berner and authorize City Attorney Coffey to prepare an Ordinance establishing a service application. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Moore, Dudenbostel, Buckham, Platt. Nays: Alderman Hill. Absent: Alderman Valleroy. Motion carried

Utility Procedures:

Alderman Hill moved to shorten the length of time and issue a disconnection notice after the utility bill is past due for a month. City Attorney Coffey will prepare an Ordinance to establish disconnection procedures. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Moore, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried

Fairground Place:

Alderman Hill moved to approve the Beautification/Tourism Commission’s recommendation to name the corner of State and Swanwick’s green space “Fairground Place”. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Moore, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

2024 Eclipse Cancellation Stamp:

Alderman Hill moved to table this item until the committee submits a new design. The current image does not meet the United State Postal Service requirements. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Berry, Moore, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

ORDINANCE #1805 – AN ORDINANCE AMENDING SECTION 1-2-28(B) OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS:

Attorney Coffey presented the proposed Ordinance amending the formal contract procedures to match Illinois Statutes. Alderman Maes moved to approve the proposed Ordinance. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Hill, Buckham, Dudenbostel, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

ORDINANCE #1806 – AN ORDINANCE AMENDING CHAPTER 24 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF CHESTER, ILLINOIS, DESIGNATING CERTAIN AREAS AS A NO PARKING ZONE:

Alderman Berry moved to designate a “No Parking Zone” on the East Side of Lee Street, from Hoppe Drive to Swanwick Street. Alderman Moore seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Sewer Line – Riverview Blvd.

City Engineer Harold Sheffer presented a bid of $5,366.67 from Visu-Sewer of Missouri, LLC to televise and clean the sewer main on Riverview Blvd. Alderman Hill’s motion was seconded by Alderman Maes. UPON ROLL CALL: Ayes: Aldermen Berry, Moore, Maes, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Water Line Replacement:

Alderman Hill moved to approve the low bid of $64,300.00 from ACI X for a water main replacement in the alley between Ridge Drive and Locust Street. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Hill, Berry, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Valleroy. Motion carried.

Alderman Hill noted Brenda Owen has revised the Popeye Character Trail map. The revised maps will be at city hall, the welcome center and Spinach Can.

XI. ADJOURNMENT

At 6:20 p.m., Alderman Maes moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Platt, Berry, Moore, Maes, Hill, Dudenbostel, Buckham. Nays: None. Absent: Alderman Valleroy. Motion carried.
