City of Columbia City Council met Sept. 5.

Here are the minutes provided by the council:

A. Call Meeting to order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

8. Roll call

Present: Aldermen Niemietz, Huch, Holtkamp, Garmer, Khoury, Lawlor, and Nobbe.

Absent: Alderman Riddle.

Quorum present.

Administrative Staff present:

City clerk Andrew Hitzemann

City Administrator Douglas Brimm

City Attorney Terry Bruckert

Chief of Police Jason Donjon

City Engineer Chris Smith

EMS Chief Kim Lamprecht

IT Support Analyst Courtney Konarcik

Deputy City Clerk Kelly Mathews

C. Pledge of Allegiance

Those in attendance recited the Pledge of Allegiance.

D. Proclamations /Recognitions /Presentations

1. Constitution week proclamation

Mayor Hill proclaimed September 17 through September 23 as Constitution Week.

E. Public Input

There was-no public input.

F, Comments & Announcements -Mayor

Mayor Hill addressed recent concerns regarding the City's municipal electric aggregation Program.

G. Comments & Announcements -Aldermen

There were no Aldermen Comments & Announcements.

H. Comments & Announcements - Department Directors

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the August 21, 2023 Regular city council Meeting

2. Motion to Approve closed session Minutes of the August 21, 2023 Regular city council Meeting

3. Motion to Approve payment of vouchers for the period of August 17, 2023 through August 30, 2023 Totaling $144,610.99

4. Motion to Approve statement of Funds for July 31, 2023

5. Motion to Approve Special Event Permit for Columbia High School Homecoming Parade (September 27, 2023)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion: It was moved by Alderman Nobbe, and seconded by Alderman Lawlor, to approve the

Consent Agenda as read.

Motion Passed.

K New Business

1. Motion to Award Bid for 2023 Hot-Mix Asphalt Program to Rooters American Maintenance in the Amount of $112,731.75

Motion: lt was moved by Alderman Khoury and seconded by Alderman Garmer, to Award Bid for 2023 Hot-Mix Asphalt Program to Rooters American Maintenance in the Amount of $112,731.75

Motion Passed.

2. Discussion of Economic Development planning/Strategy

City Administrator Douglas Brimm addressed the Council regarding attracting new business to Columbia. The intent is to work with PGAV which is a company that assists with identifying Business Districts. Additional information will be provided at future meetings.

L. Closed session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 lLCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body and 5 lLCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion: lt was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to direct the Mayor to go into Closed Session at 7:18 PM pursuant to 5 lLCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 7:46 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

M. Announcements

Alderman Niemietz reported she has been receiving concerns from citizens regarding AT&T service in Columbia.

Mayor Hill stated there is currently litigation occurring with AT&T and the County. The City would be willing to work .with AT&T if they would be interested.

N. Adjournment

Motion: It was moved by Alderman Huch, and seconded by Alderman Khoury, to adjourn the Regular City Council meeting held Tuesday, September 05, 2023 at 7:53 PM.

Motion Passed.
