City of Pinckneyville City Council met Sept. 11.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Peradotta.

PREVIOUS MINUTES

Commissioner Hicks made a motion, which was seconded by Commissioner Kuhnert, to approve the minutes of August 28, 2023, regular council meeting. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

City Clerk Melissa Kellerman reviewed the treasurer’s report and stated that Total Gross Payroll was $1,405,857.59 for the payroll period ending August 2023, up from last year. She stated that the regular hours of 52,744.75 and overtime hours of 1,486 were both down from last year. Commissioner Peradotta made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

City Clerk Melissa Kellerman requested to add three additional invoices to the accounts payable: Egyptian Electric - $11.16, Frontier - $73.40, Great America $125.00, for a total added of $209.56. Commissioner Peradotta made a motion to approve the accounts payable. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks noted Sparklight Internet, Cable, and Phones had been out of service all day which has caused disruption to businesses and residents. They are hoping it is resolved soon.

REQUEST FROM PANTHER GYM AND FITNESS TO HOST RACE AT PINCKNEYVILLE FAIRGROUNDS OCTOBER 28, 2023

Commissioner Hicks presented a request from Luke Hicks of Panther Gym and Fitness to host a race at Pinckneyville Fairgrounds on October 21, 2023. Mr. Hicks stated he was informed that date is during the Fall Threshermen Show at the Fairgrounds, so the race date has been moved to Saturday, October 28, 2023. He said since it will be at the Fairgrounds, there would be no reason to request to close roads. He also stated the race, which will include a 5K and 10K, will be from 9:00 a.m. to 10:30 a.m. He said last year they had 110 runners. Commissioner Kuhnert noted there will be a softball tournament at the Fairgrounds that day and they expect around 30 teams, so parking could be limited in the ball field area, so it was suggested the runners park either near the entrance to the fairgrounds or swimming pool parking lot. Mr. Hicks said this year’s proceeds from the race will go to St. Jude’s Childrens Hospital. Motion made by Commissioner Hicks, seconded by Commissioner Peradotta to approve the request for use of the fairgrounds for the race on October 28, 2023. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM PINCKNEYVILLE CHAMBER OF COMMERCE TO USE EMPTY LOT ACROSS FROM CITY HALL DURING MARDI GRAS OCTOBER 28, 2023

Betti Mucha, President of Pinckneyville Chamber of Commerce, requested to use the empty lot across the street from City Hall during Mardi Gras on Saturday, October 28, 2023. Commissioner Hicks noted this was discussed at the last meeting, and made a motion to approve the request, which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL TO HIRE ONE PART-TIME EMPLOYEE FOR MOWING AND TRIMMING AT THE CITY PARK

Commissioner Kuhnert requested approval to hire one part-time employee for mowing and trimming at the City Park. Motion by Commissioner Kuhnert, seconded by Commissioner Peradotta to approve the request. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE PAY APPLICATION NO. 1 FOR IL-127 SANITARY SEWER RELOCATION PROJECT FROM KAMADULSKI EXCAVATING & GRADING CO., INC.

Mayor Spencer requested approval of Pay Application No. 1 in the amount of $159,105.60 from Kamadulski Excavating & Grading Co., Inc., for the IL-127 Sanitary Sewer Relocation Project. Commissioner Peradotta made a motion to approve the Pay Application. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2023-14, ENACTING AND ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES FOR THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS

Mayor Spencer presented Ordinance No. O-2023-14, an ordinance enacting and adopting a supplement to the Code of Ordinances for the City of Pinckneyville, Perry County, Illinois. This annual update incorporates all ordinances since the last supplement was approved. Commissioner Kuhnert made a motion to approve Ordinance No. O-2023-14. Commissioner Hicks seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PUBLIC COMMENT

Laura Loos thanked the Council for the dirt that was added next to her building and said she is awaiting the next rain to see how it works. Mayor Spencer stated it is now higher on both sides, so it should flow down to the middle of the lot.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Kuhnert to adjourn the meeting at 6:14 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
