City of Red Bud Cultural Committee met Sept. 18.

Here are the minutes provided by the committee:

Committee Members Present: Curt Guebert, Mike Rheinecker, Jeremy DeMond

Committee Members Absent: Ben Schwartzkopf, Kyle Donjon

Council Members Present: Bill Hanebutt, Rodney Nevois, Alan Piel

Others Present: Mayor Susan Harbaugh, City Attorney Megan Gilbreth,

City Superintendent Josh Eckart, Police Chief John Brittingham, Admin. Assist. Pam Poetker, City Clerk Joanne Cowell

Others Absent: Code Admin./City Engineer Jeff Mueller

Mayor Harbaugh called the meeting to order at 6:48 P.M.

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting August 21, 2023 Recommendation made by Committee Member Rheinecker, seconded by Committee Member Guebert, to approve the minutes from the August 21, 2023, meeting. Motion Carried

II. Request from Chamber of Commerce to Use Tables from Ratz Park Pavilion #2, Less Fee, for Hops & Hogs Brew-B-Que Fest on September 22-24, 2023 Recommendation made by Committee Member Hanebutt, seconded by Committee Member Guebert to authorized approval of the request from the Chamber of Commerce to use the tables from Ratz Park Pavilion #2, less fee, for the Hops & Hogs Brew-B-Que Fest on September 22-24, 2023, at City Hall Park. Motion Carried.

III. Requests from First Pentecostal Church Red Bud to Hand Out Cookies at the Four-Way on September 23, 2023

Council Member Rheinecker questioned whether the city is assuming any liability if someone would get sick from the cookies. Attorney Gilbreth said it would be ok if the cookies were purchased and sealed. Poetker said that the application requires that the city be additionally insured.

Recommendation made by Committee Member Guebert, seconded by Committee Member DeMond to authorize approval of the request from the First Pentecostal Church of Red Bud to hand out cookies at the four-way on September 23, 2023. The vote was as follows: DeMond, aye; Rheinecker, nay; Guebert, aye; Donjon, absent; Schwartzkopf, absent. Motion carried with two aye, one nay and two absent.

IV. Request from Chamber of Commerce for Holiday Happenings Weekend November 18-19, 2023

Recommendation made by Committee Member DeMond, seconded by Committee Member Rheinecker to authorized approval of the request from the Chamber of Commerce to reserve the city parking lot, closure of the first block of W. South First Street, have the utility department supply temporary electric, trash cans and barricades for the street on November 18-19, 2023, for Holiday Happenings. Motion Carried.

V. Request from Chamber of Commerce to Reserve Lincoln Park Pavilion #1, Less Fee, and Other Requests for Movie Night and Trunk or Treat on October 28, 2023 Recommendation made by Committee Member DeMond, seconded by Committee Member Guebert to authorized approval of the request from the Chamber of Commerce to reserve Lincoln Park Pavilion #1, less fee, have the utility department supply temporary electric and extra trash cans for Movie Night/Trunk or Treat, on October 28, 2023. Motion Carried.

VI. Request from Red Bud VFW to Collect at the Four-Way on May 24, 2024 Recommendation made by Committee Member DeMond, seconded by Committee Member Rheinecker to authorize approval of the request from the VFW to collect at the four-way on May 24, 2024, 3-7 P.M. for poppy day. Motion Carried.

VII. Council Approval to Allow Pop-Up Vendors on Witches Night Out – October 26, 2023

Recommendation made by Committee Member DeMond, seconded by Committee Member Guebert to authorized approval to allow pop-up vendors on Witches Night Out on October 26, 2023. Motion Carried.
