City of Columbia City Council met Sept. 18.

Here are the minutes provided by the council:

A. Call Meeting to Order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

B. Roll Call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and Nobbe.

Absent: None.

Quorum present.

Administrative Staff present:

City Clerk Andrew Hitzemann City Administrator Douglas Brimm City Attorney Terry Bruckert Director of Public Works Mike Sander

F. Comments & Announcements ‐ Mayor

Mayor Hill congratulated Dustin Row on a successful Songs 4 Soldiers Annual Benefit Conert and thanked the community for showing their support.

Mayor Hill wished Community Relations Coordinator Marla Rose and the Sister Cities members representing Columbia in Gedern, Germany good travels.

G. Comments & Announcements ‐ Aldermen

Alderman Huch announced he recently received a request from a resident to allow golf carts in subdivisions.

H. Comments & Announcements – Department Directors

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Clerk Hitzemann read the Consent Agenda.

1. Motion to Approve Minutes of the September 5, 2023 Regular City Council Meeting

2. Motion to Approve Closed Session Minutes of the September 5, 2023 Regular City Council Meeting

3. Motion to Approve Payment of Vouchers for the Period of August 31, 2023 through September 13, 2023 Totaling $433,782.34

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Khoury, and seconded by Alderman Nobbe, to approve the Consent Agenda as read.

Motion Passed.

J. Closed Session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion:

It was moved by Alderman Huch, and seconded by Alderman Garmer, to direct the Mayor to go into Closed Session at 7:05 PM pursuant to 5 ILCS 120/2(c)(5) Purchase or Lease of Real Property for Use of the Public Body and 5 ILCS 120/2(c)(6) Setting a Price for Sale or Lease of Property Owned by the Public Body

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 7:37 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

K. Unfinished Business

1. Resolution No. 2023-19 Approving a Contract for the Purchase of Real Estate from Christine P. Meier

Motion:

It was moved by Alderman Garmer and seconded by Alderman Nobbe, to pass and approve the Resolution No. 2023-19 Approving a Contract for the Purchase of Real Estate from Christine P. Meier

Motion Passed.

2. Resolution No. 2023-20 Authorizing the Sale of Surplus Public Real Estate (140 South Main Street)

Mr. Brimm announced this resolution will authorize the sale of the Miller-Fiege home located at 140 South Main Street. Mr. Brimm reported bids are due on October 13 and within the bid must include what the intended use with the property will be and proof of financial capabilities. Mr. Brimm stated the property appraised for $105,000 and The City cannot accept a bid lower than 80% of appraised value or $84,000.

Motion:

It was moved by Alderman Lawlor and seconded by Alderman Holtkamp, to pass and approve the Resolution No. 2023-20 Authorizing the Sale of Surplus Public Real Estate (140 South Main Street)

L. New Business

1. Motion to Approve a Contract for Professional Services Between the City of Columbia, Illinois and PGAV Planners, LLC (Route 3/I-255 and Quarry Business District)

Mr. Brimm explained the Mayor and City Staff met with John Brancaglione from PGAV Planners, LLC to discuss a possibility of establishing a business district in developments of various nature has been shown. In business districts, an additional 1% sales tax could be imposed at the point of sale which would be remitted to the City.

Mr. Brancaglione reviewed the history and benefits of business districts with the Council. The extra 1% Sales Tax would not apply to food sales. The tax could help fund road improvements and other improvements within the districts.

Mr. Brimm reported PGAV is proposing to complete the required eligibility study at a cost of $10,000. If the designated area is found to meet criteria contained in the Business District Act, the business district plan will be completed by PGAV at a cost of $8,500.

It was moved by Alderman Huch and seconded by Alderman Khoury, to pass and approve the Motion to Approve a Contract for Professional Services Between the City of Columbia, Illinois and PGAV Planners, LLC (Route 3/I-255 and Quarry Business District)

It was moved by Alderman Niemietz, and seconded by Alderman Lawlor, to adjourn the Regular City Council meeting held Monday, September 18, 2023 at 8:10 PM.
