City of Pinckneyville City Council met Sept. 25.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. City Attorney Don Bigham requested to add Executive Sessions for the discussion of Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee and Section 2 (c) (11) Litigation, pending or probable. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the September 11, 2023, regular council meeting. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending August 2023 was $9,917,170.07, up from last year, and unrestricted balance total was $2,989,813.60, also up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

CORRESPONDENCE

Commissioner Hicks announced the Jr. High Boys and Girls Class M State Tournament would be held at the ball diamonds at the City Park starting Tuesday, September 26th, and continuing Thursday, September 28th and ending Saturday, September 30th. Restaurants and retail shops should expect an increase in sales over these days as there will be 16 teams at this tournament.

EAGLES REQUEST TO CLOSE MULBERRY STREET OCTOBER 21, 2023, FOR ANNUAL BARBECUE COOKOFF

Commissioner Hicks read a request from the Eagles to close Mulberry Street on October 21, 2023, for their annual barbecue cookoff. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

DONATION REQUEST FROM PCHS DISTRICT 101 FOR ADVERTISING AT 2023 DUSTER THOMAS HOOPS CLASSIC BASKETBALL TOURNAMENT DECEMBER 27 – 29, 2023

Commissioner Hicks requested to approve a donation request for advertising at the 2023 Duster Thomas Hoops Classic Basketball Tournament December 27 – 29, 2023. He stated 16 teams will be in town for the event bringing an increase in sales in town during that time. Commissioner Hicks made a motion to approve the $1,500.00 advertising package. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SET DATE FOR TRICK-OR-TREAT ON OCTOBER 31, 2023

Commissioner Hicks made a motion to set the date for Trick-or-Treating on Tuesday, October 31, 2023, from 6:00 p.m. to 9:00 p.m. for houses with porch lights on only. The motion seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ST. BRUNO CHURCH REQUESTS TO CLOSE NORTH SULLIVAN STREET FOR TRUNK-N-TREAT OCTOBER 27, 2023

Commissioner Hicks read a request from St. Bruno Church to close North Sullivan Street in front of St. Bruno Parish Center for Trunk-N-Treat on Friday, October 27, 2023, from 4:00 p.m. to 6:30 p.m. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST FROM PINCKNEYVILLE KNIGHTS OF COLUMBUS TO COLLECT AT 4-WAY STOP ON OCTOBER 28, 2023

Commissioner Hicks read a request from the Pinckneyville Knights of Columbus to collect at the 4-way stop on Saturday, October 28, 2023, for benefit of Pinckneyville District #50 and Special Olympics. Commissioner Hicks asked the time period they intended to collect. Michael Brand of Pinckneyville Knights of Columbus stated 7:00 a.m. to 3:00 p.m. and that insurance would be forthcoming. Commissioner Hicks made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM TERRACE FENCE COMPANY FOR FENCE REPAIRS AT CITY PARK

Commissioner Kuhnert requested approval of a quote from Terrace Fence Company in the amount of $3,952.00 for fence repairs at the City Park to be paid from the park fund from proceeds from an insurance claim on tree loss and fence damage from the July 29th storm. Commissioner Kuhnert made a motion to approve the quote for fence repairs, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM XYLEM FOR PUMP FOR DEWATERING WATER MAIN BREAKS

Commissioner Kuhnert requested approval of a quote from Xylem in the amount of $4,414.60 for a new 4” trash pump for dewatering water main breaks, including delivery charge, to be paid from the water fund. Commissioner Kuhnert made a motion to approve the purchase, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM KGM FOR GAS METER AND PARTS

Commissioner Kuhnert requested approval of a quote from KGM in the amount of $8,077.09 for an AC-800 gas meter and parts to be paid from gas operating supplies. Commissioner Kuhnert made a motion to approve the purchase, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL OF ANNUAL FLU/PNEUMONIA VACCINES FOR ALL CITY EMPLOYEES

Commissioner Stotlar made a motion to approve the annual flu/pneumonia vaccines for all City employees. The City’s vaccine clinic is to be held October 16, 2023, from 9 a.m. to 4 p.m. at the Community Center. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVE QUOTE FROM STRYKER MEDICAL FOR TWO AED UNITS FOR COMMUNITY CENTER

Mayor Spencer requested approval of a quote from Stryker Medical to purchase two AED units for the Community Center (one for each level) for $2,874.40 per unit plus shipping for a total cost of $5,820.66 to be paid from the General Fund for Community Center Capital Outlay. Commissioner Peradotta made a motion to approve the purchase. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to move the meeting to Executive Session at 6:13 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee and Section 2 (c) (11) Litigation, pending or probable. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Hicks to return to the regular meeting at 6:34 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Kuhnert to adjourn the meeting at 6:35 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
