City of Columbia City Council met Oct. 2.

Here are the minutes provided by the council:

A. Call Meeting to order

Mayor Hill called the City Council of Columbia, Illinois to order at 7:00 PM.

8. Roll call

Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and

Nobbe.

Absent: None.

Quorum present.

Mayor Hill proclaimed October as Domestic Violence Awareness Month.

F. Comments & Announcements -Mavor

Mayor Hill invited Community Relation-s Coordinator Marla Rose to review her recent travels to Columbia's Sister City, Gedern, Germany.

G. Comments & Announcements -Aldermen

Alderman Garmer stated he has heard from many residents how happy they are with the reconstruction of Valmeyer Road and thanked DMS Contracting.

H. Comments & Announcements -Department Directors

There were no Department Director Comments & Announcements.

I. Consent Agenda

City Administrator Brimm read the Consent Agenda.

1. Motion to Approve Minutes of the September 18, 2023 Regular city council Meeting

2. Motion to Approve closed session Minutes of the September 18, 2023 Regular city Council Meeting

3. Motion to Approve payment of vouchers for the period of September 14, 2023 through September 28, 2023 totaling $194,343,47

4. Motion to Approve statement of Funds for August 31, 2023

5. Resolution No. 2023-21 Providing for the Appointment of Members of certain Boards, Commissions, and Committees of the City of Columbia, Illinois for the Fiscal year of the City Commencing May 1, 2023 and Ending April 30, 2024

6. Motion to Approve special Event permit for Historic Main Street Columbia Association Witches Ghoulish Night Out (October 12, 2023)

7. Motion to Approve Special Event Permit for St. Paul's Lutheran Church Walk with Alison Fundraiser (October 21, 2023)

8. Motion to Approve special Event permit for Columbia BlueJay Meat shoot (November 25, 2023)

Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Nobbe, to approve the Consent Agenda as read.

Motion Passed.

K. New Business

1. Resolution No. 2023-22 Supporting the City's Application to the Petsafe unleashed Dog Park Program

Mr. Brimm reported Alderman Lauren Nobbe has identified a grant opportunity to provide funding for the development of a dog park within the City. After reviewing possible locations for the placement, it was discovered the Admiral Trost Park Master Plan contemplated the inclusion of a dog park.

Motion:

It was moved by Alderman Garmer and seconded by Alderman Riddle, to pass and approve Resolution No. 2023-22, a Resolution Supporting the City's Application to the Petsafe Unleashed Dog Park Program

Motion Passed.

2. Resolution No. 2023-23 to Levy a Tax up to .02% of the Value of the Taxable Property in the City of Columbia, Illinois for Columbia Public Library Building and Equipment Purposes for the Fiscal Year of the City Commencing May 1, 2023 and Ending April 30, 2024

Motion:

It was moved by Alderman Lawlor and seconded by Alderman Nobbe, to pass and approve Resolution No. 2023-23, a Resolution to Levy a Tax up to .029/o of the Value of the Taxable Property in the City of Columbia, Illinois for Columbia Public Library Building and Equipment Purposes for the Fiscal Year of the City Commencing May 1, 2023 and Ending April 30, 2024

Motion Passed.

L. Closed session

Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2(c)(2) Collective Bargaining

Motion:

It was moved by Alderman Niemietz, and seconded by Alderman Khoury, to direct the Mayor to go into Closed Session at 7:30 PM pursuant to 5 ILCS 120/2(c)(2) Collective Bargaining

Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 7:39 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.

M. Announcements

Mr. Smith updated the Council on Monroe County's use of Valmeyer Road as a detour route for their Bluff Road Bridge Replacement Project.

N. Adjournment

Motion:

It was moved by Alderman Huch, and seconded by Alderman Riddle, to adjourn the Regular City Council meeting held Monday, October 02, 2023 at 7:41 PM.

Motion Passed.
