Monroe County Board of County Commissioners met Oct. 2.

Here are the minutes provided by the board:

The meeting of the County Commissioners of Monroe County, Illinois was called to order at 8:15 a.m. by Chairman Dennis M. Knobloch.

The meeting opened with the Pledge of Allegiance.

Chairman Dennis M. Knobloch, Commissioner George Green and Commissioner Vicki Koerber were present.

Others present included County Clerk Jonathan McLean, State’s Attorney Ryan Webb and County Treasurer Kevin Koenigstein.

There were no public comments.

Commissioner Green made a motion to approve the County bills and payroll for payment. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

There were no minutes to be approved.

Commissioner Green made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve an ordinance to Establish a Retirement Plan Advisory Committee for Management of the County 457 Deferred Compensation Plan. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #23-8

Commissioner Koerber made a motion to approve a resolution for the 2023-2024 County Board Meeting Schedule. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-82

Commissioner Green made a motion to approve a resolution for the 2024 Courthouse Employees Holiday Schedule. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-83

4-H Youth Development Program Coordinator Kelly Brandt came before the Board to request a proclamation be signed making October 2-7, 2023 National 4-H Week in Monroe County. Motion by Commissioner Green. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.

A proclamation was presented to make November 9-13, 2023 Monroe County Home & Community Education Week. Motion by Commissioner Koerber. Second by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a proclamation making Nov 9-13, 2023 Monroe County Home & Community Education Week. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a proclamation making October 2023 Domestic Violence Awareness Month in Monroe County. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried.

Commissioner Koerber made a motion to approve a resolution that a bid submitted by Moore Asphalt, Inc., located at 1 Commercial Street, Millstadt, Illinois 62260 be accepted, and that Joe Lewis, Director of Maintenance, be hereby authorized to execute and accept the bid proposal in the amount of $37,250.00. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-84

Commissioner Koerber made a motion to approve the appointments of Chair of the Board of County Commissioners Dennis M. Knobloch, Charlotte Hoock and Dylane Doerr to fill the “Gene Richard Doerr Eagle Cliff Cemetery Trust Fund Board” with terms to expire on December 1, 2023 and shall serve in said capacity until reappointed to an additional term or until a replacement is appointed and is duly qualified. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-85

Kevin Koenigstein appeared to present the FY24 budget.

Commissioner Koerber made a motion to approve going into closed session for the purpose of personnel and litigation. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-86

Meeting closed at 9:07 a.m.

Commissioner Koerber made a motion to come out of closed session. Seconded by Commissioner Green. All voting Aye. None Nay. None Absent. Motion carried. Resolution #23-87

Meeting was reopened at 11:14 a.m.

Commissioner Green made a motion to adjourn. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
