City of Red Bud Zoning Committee met Oct. 16.

Committee Members Absent: None
Council Members Present: Mike Rheinecker, Bill Hanebutt, Kyle Donjon
Others Present: City Attorney Rebecca Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, City Clerk Joanne Cowell
Others Absent: Mayor Susan Harbaugh, Admin. Assist. Pam Poetker Committee Chairman Piel called the meeting to order at 6:21 P.M.
Old Business
I. Comprehensive Plan
Chairman Piel reported that the planning commission will meet Tuesday, October 17th at 7:00 P.M. and plan to decide on which consultant they want to contract with. Code Admin./City Engineer Mueller said that once a consultant is chosen the negotiations will begin and he expects to have a contract to present at the next committee meeting.
II. Red Bud Business Park Expansion Project
IDOT now needs to review construction plans, making sure it can handle truck traffic. Mueller also commented that he has had a long conservation with Doug Sachtleben regarding the lot prices and what they are selling for in Randolph County. KRPD is getting ready to sell some property down at the river, therefore we can see what price this land brings. In Sachtleben’s opinion, the city should hire an appraiser.
New Business
I. Approval of Prior Month’s Meeting Minutes – Meeting September 18, 2023 Recommendation made by Committee Chairman Piel, seconded by Committee Member Nevois, to approve the minutes from the September 18, 2023, meeting. Motion Carried.
II. Splash Pad Bids
Code Admin./City Engineer Mueller said that the splash pad bid opening was on October 4th and GIVSCO Construction was the sole bidder. Farnsworth recommends denying the bid; rebidding the project in December and breaking down the bid in different elements to attract local contractors and better pricing.
Recommendation made by Committee Chairman Piel, seconded by Committee Member Schwartzkopf, to approve denying the bid from GIVSCO and to put it out for rebidding in December. Motion Carried.
III. Unsafe, Dangerous, Abandoned Buildings Review
Code Admin./City Engineer Mueller said there is a garage on Locust St. that is collapsing. Attorney Cooper had prepared an “Unsafe and Abandoned Process”; an ordinance would need to be prepared. After that there is really nothing more the city needs to do.
