City of Chester City Council met Oct. 16.

Here are the minutes provided by the council:

I. CALL TO ORDER

The City Council of Chester, Illinois, met in regular session on Monday, October 16, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

IV. READING OF MINUTES OF PREVIOUS MEETING

Alderman Dudenbostel moved to dispense with the reading of the minutes of the previous meeting and to approve them as prepared by the city clerk. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Valleroy, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: Alderman Maes. Motion carried.

V. CORRESPONDENCE

• Tax Revenue Report for September, 2023 provided by City Clerk Berner

VI. REPORTS

Mayor:

Mayor Page expressed his appreciation to the city employees for all of their hard work preparing for the 2023 Fall Festival.

City Clerk:

The city clerk presented an application for raffle license for “For the Love of Amelia Epilepsy Foundation.” Alderman Dudenbostel moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Valleroy, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: Alderman Maes. Motion carried.

VII. COMMITTEE REPORTS

Cemetery & Finance Committee (Chairman Platt):

The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Moore, Valleroy, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

Chairman Platt moved to approve Invoice #21785 payable to J.T. Blankinship, Inc. for Relocation of Water Utilities due to Mississippi River Bridge Replacement Project for $16,866.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Moore, Valleroy, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

Gas, Water & Sewer Committee (Chairman Valleroy):

Chairman Valleroy presented a sewer bill ($40.66) of Ashley Tucker, 1105 Sycamore, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Valleroy’s motion was seconded by Alderman Platt. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Moore, Valleroy, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

Park & Recreation Committee (Chairman Moore):

Chairman Moore advised there are lots of events planned for the upcoming Fall Festival this weekend.

Mural at Gazebo Park:

Alderman Berry moved to approve the recommendation of the Beautification/Tourism Commission by contributing $1,000.00 for the repainting of the mural at the gazebo park and approve the agreement prepared by City Attorney Coffey. Alderman Hill seconded the motion. UPON ROLL CALL: Ayes: Aldermen Hill, Berry, Moore, Valleroy, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried

Relocation of Water Line: Alderman Valleroy moved to accept the bid from ACI X for the “Relocation of Water Utilities” project for $162,780.00. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Moore, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

Concession Agreement:

Alderman Moore moved to approve the recommendation of the Park & Recreation Board and award the 2024 Cohen Complex Concessions Agreement to Juicy J’s Ballpark Fare. The council briefly discussed whether or not a park board member could run the concession stands. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

Police Department – Tasers:

Alderman Dudenbostel moved to purchase new tasers from Axon Enterprise, Inc. for $49,390.20. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

Natural Gas Futures:

Alderman Dudenbostel moved to ratify the action of the council in the purchase of gas futures for November, December, January, February and March (November – 12,000 MMBtu @ $3.835; December – 15,500 MMBtu @ $3.835; January – 24,800 MMBtu @ $3.835; February – 19,600 MMBtu @ $3.835; and March – 15,500 MMBtu @ $3.835). Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Valleroy, Berry, Moore, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: Alderman Maes. Motion carried.

XI. ADJOURNMENT

At 6:10 p.m., Alderman Platt moved to adjourn the meeting. Alderman Dudenbostel seconded the motion. VOTE: Ayes: Aldermen Platt, Berry, Valleroy, Moore, Hill, Dudenbostel, Buckham. Nays: None. Absent: Alderman Maes. Motion carried.
