City of Red Bud City Council met Nov. 6.

The City Council of Red Bud, Randolph County, Illinois met on Monday, November 6, 2023, at 6:00 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Ben Schwartzkopf, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Alan Piel

Members Absent: Curt Guebert, Kyle Donjon

Motion made by Council Member Nevois, seconded by Council Member Hanebutt to approve the Financial Statements as presented and file for audit. The vote was as follows: Schwartzkopf, aye: Rheinecker, aye; Hanebutt, aye; DeMond, Aye; Nevois, aye; Piel, aye. Motion carried.

V. Approval of Estimated and Listed Bills

Motion made by Council Member Nevois, seconded by Council Member Rheinecker, to approve the estimated and listed bills. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

Approval of minutes from the October 2, 2023, council meeting, and October 16, 2023, council meetings

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to approve under the omnibus designation, the consent agenda items A through G. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

B. RMA Insurance Renewal (Finance)

Authorization to approve the RMA Insurance Renewal for January 1, 2024- 2025, for primary coverage ($233,981). Equipment Breakdown coverage ($22,743), Increased Crime Limit coverage ($2,000), and Increased Cyber Security Limits ($2,046) and pay by November to take advantage of the discounted premium of $231,645.69 total

C. CTS Manage IT Contract Park (Finance)

Approval of authorization of the CTS Managed IT Services contract renewal and authorization of signatures

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to approve under the omnibus designation, the consent agenda items A through G. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

D. Sewer Adjustment Request 115 W. Market Street (Public Works) 

Approval of authorization of the request for a sewer adjustment of $181.53 to Dieterich Bank at 115 West Market Street for a sprinkler system leak which did not enter the sewer system

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to approve under the omnibus designation, the consent agenda items A through G. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

E. Sewer Adjustment Request 220 Grant Street (Public Works)

Authorization of approval of the request for a sewer adjustment of $125.76 to Alan Ohms at 220 Grant Street for a leak which did not enter the sewer system 

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to approve under the omnibus designation, the consent agenda items A through G. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

F. Lead and Copper Coupons (Public Works)

Authorization of approval to issue a $5.00 coupon/credit to those forty customers participating in the lead and copper sampling

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to approve under the omnibus designation, the consent agenda items A through G. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

G. Release of Minutes (Executive Session Minutes Review)

Approval of authorization to release executive session minutes from March 20, 2023, (Executive Session Minutes Review). The need for confidentiality still exists for the remaining minutes reviewed.

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to approve under the omnibus designation, the consent agenda items A through G. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

A. Finance Committee - Meeting October 16, 2023

1. CDs and Investment Opportunities

The October CDs have been reinvested in Buena Vista Bank as approved. There are two more CDs coming due in December and will be handled at the December 18th meeting.

B. Personnel Committee - Meeting October 16, 2023

1. Carol Bievenue Resignation from the Library Board

Motion made by Council Member DeMond, seconded by Council Member Rheinecker, to authorize approval to accept the resignation of Carol Bievenue from the Library Board, effective September 30, 2023. The vote was as follows: DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

C. Public Health & Safety Committee - Meeting October 16, 2023

1. Daniel Smith Resignation as Part-Time Police Officer

Motion made by Council Member Hanebutt, seconded by Council Member Nevois, to authorize approval to accept the resignation of Daniel Smith as Part-time Police Officer. The vote was as follows: Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

D. Public Works Committee - Meeting October 16, 2023

1. Utility Tap Fees Ordinance No. 1528

Motion made by Council Member Rheinecker, seconded by Council Member Hanebutt, to authorize approval of the updated ORDINANCE NO. 1528: “AN ORDINANCE AMENDING TITLE VII, CHAPTER 71 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO UTILITY CONNECTION CHARGES.” The vote was as follows: Piel, aye; Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye. Motion carried.

2. Authorization to Purchase Replacement Truck and Equipment

Replace truck #18, which is a 2001 GMC diesel. The plan is to sell this truck and plow on Gov.Deal. The bid is more than was budgeted, so the 5-year plan will be adjusted.

Motion made by Council Member Hanebutt, seconded by Council Member DeMond, to authorize approval to accept the bid from Ed Morse Ford to purchase a F450 Ford ($52,715), plus the bed, spreader, and plow ($44,970.84 from Knapheide Truck Equipment Centers), for a total of $97,685.84. The vote was as follows: Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye. Motion carried.

E. Zoning Committee - Meeting October 16, 2023

1. Dangerous and Unsafe Building at 704 Locust Ordinance No. 1529 

Motion made by Council Member Piel, seconded by Council Member Rheinecker, to authorize approval of ORDINANCE NO. 1529: “AN ORDINANCE CITING CERTAIN PROPERTY AS DANGEROUS AND UNSAFE.” The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

F. Cultural Committee - Meeting October 16, 2023

1. Request from Red Bud High School National Honor Society to Sell Krispy Kreme Donuts at the Four-Way Stop on November 18, 2023

Motion made by Council Member Schwartzkopf, seconded by Council Member Piel, to authorize approval of the request from RBHS National Honor Society to sell Krispy Kreme Donuts at the four-way on November 18, 2023, 7:00-11:00 A.M. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye. Motion carried.

G. Executive Session Minutes Review Committee – Meeting October 16, 2023

H. Planning Commission – Meeting October 17, 2023

1. Special Use Permit for Domino’s Pick-Up Window – Ord. No. 1530 

Motion made by Council Member Piel, seconded by Council Member Nevois, to authorize approval of ORDINANCE NO. 1530: “AN ORDINANCE GRANTING A SPECIAL USE PERMIT UNDER TITLE XVII, CHAPTER 173 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021” regarding a Domino’s pick-up window at 1506 South Main Street. The vote was as follows: DeMond, aye; Nevois, aye; Piel, aye; Schwartzkopf, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

A. Review of November Calendar

The Economic Development Commission meeting for November 29, 2023, has been cancelled.

B. Other Comments

Jeff Mueller noted that the Planning Commission is still looking for two new members if anyone has suggestions.

Mayor Harbaugh called for a moment of silence for Larry Mehring and Loren Harms, who have recently passed away and had given many years of service to the community.

C. Adjournment

Motion made at 6:13 P.M. by Council Member Hanebutt, seconded by Council Member Nevois, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
