I. CALL TO ORDER
The City Council of Chester, Illinois, met in regular session on Monday, December 18, 2023, in the Municipal Building, 1330 Swanwick Street. Mayor Page called the meeting to order at 6:00 p.m.

City Clerk:
The deputy city clerk presented an application for raffle license for the St. Mary’s Athletics. Alderman Hill moved to issue the raffle license and waive the fidelity bond required of the raffle managers. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Buckham, Valleroy, Maes, Berry, Platt, Moore, Hill, Dudenbostel. Nays: None. Absent: None. Motion carried.

Cemetery & Finance Committee (Chairman Platt):
The Cemetery and Finance Committee met this evening at 5:30 p.m. to review city bills, and found them to be in order for payment. Chairman Platt moved to approve payment of bills, subject to audit. Alderman Dudenbostel seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Valleroy, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.
Alderman Platt moved to approve Change Order #6 payable to Korte & Luitjohan Contractors, Inc. Alderman Berry seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Valleroy, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.
Alderman Platt moved to approve Pay Estimate #17 payable to Korte & Luitjohan Contractors, Inc. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Valleroy, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.
Alderman Platt moved to approve Invoice #21809 payable to J.T. Blankinship, Inc. for engineering for the Water Treatment Plant Project – Phase 1. Alderman Valleroy seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Valleroy, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.
Gas, Water & Sewer Committee (Chairman Valleroy):
Chairman Valleroy presented a sewer bill ($40.76) of David Spindler, 109 Emma, for adjustment due to a water leak that did not infiltrate the sewer system. Alderman Valleroy’s motion was seconded by Alderman Dudenbostel. UPON ROLL CALL: Ayes: Aldermen Berry, Hill, Valleroy, Moore, Maes, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.

Auxiliary Firefighter:

Street Department – Snow Plows:
Alderman Valleroy moved to approve the purchase of two snow plows from Woody’s Municipal Supply Company for $17,320.00. Alderman Platt seconded the motion. UPON ROLL CALL: Ayes: Aldermen Berry, Valleroy, Maes, Moore, Hill, Dudenbostel, Buckham, Platt. Nays: None. Absent: None. Motion carried.
Resolution – 2024 MFT Maintenance Program:
Alderman Hill moved to pass a resolution to appropriate $300,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of the Illinois Highway Code from January 1, 2024 to December 31, 2024. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Aldermen Maes, Valleroy, Berry, Moore, Dudenbostel, Hill, Buckham, Platt. Nays: None. Absent: None. Motion carried.
Easement on Kaskaskia St:
Alderman Hill moved to approve an Easement on Kaskaskia Street with Ameren Illinois Co. Alderman Maes seconded the motion. UPON ROLL CALL: Ayes: Alderman Dudenbostel, Hill, Maes, Buckham, Platt, Berry, Moore, Valleroy. Nays: None. Motion carried.
New Batting Cage for Cohen Complex:
After a brief discussion by the city council, Alderman Moore moved to approve the purchase of a new batting cage for Cohen Complex. The total cost will be $ 4,600.00 from Lee’s Sports. Alderman Berry seconded the motion. UPON ROLL CALL: Alderman Dudenbostel, Hill, Maes, Buckham, Platt, Berry, Moore, Valleroy. Nays: None. Motion carried.
Cohen Complex – Field Top Dressing:
Alderman Moore move to approve the purchase of 24 tons of field top dressing and a concrete pad for the Cohen Complex for $13,335.00. The field dressing will last for five years. Alderman Berry seconded the motion. UPON ROLL CALL: Alderman Dudenbostel, Hill, Maes, Buckham, Platt, Berry, Moore, Valleroy. Nays: None. Motion carried.
