III. Approval of CD Reinvestments
Motion made by Council Member Nevois, seconded by Council Member Rheinecker to authorize approval to reinvest the two MFT CDs (Clerk Note: CDs are maturing at Dieterich Bank on December 20, 2023), at Buena Vista Bank for a term of twelve months at 5.35% interest. The vote was as follows: Schwartzkopf, aye, Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye. Motion carried.

IV. Health Insurance Policy Renewal – Approval of Policy
Motion made by Council Member Hanebutt, seconded by Council Member Guebert to authorize approval of the health insurance renewal with Aetna with a 2.5% increase, plus an estimated $1,800.00 per year HRA Administrative Fee. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye. Motion carried.
V. Paid Leave for All Workers Act – Ordinance No. 1533
Motion made by Council Member DeMond, seconded by Council Member Nevois to authorize approval of ORDINANCE NO. 1533: “AN ORDINANCE AMENDNG TITLE III, CHAPTER 41 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021 PERTAINING TO HOLIDAY PAY AND PAID LEAVE.” The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye. Motion carried.
VI. Authorize Payment of the Utility Gas Management Invoice
Motion made by Council Member Donjon, seconded by Council Member Guebert to authorize approval for payment of the Utility Gas Management Invoice, NTE $70,079.33. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye. Motion carried.
VII. Approval of 2024 MFT Resolution No. 23-003
Motion made by Council Member Guebert, seconded by Council Member Hanebutt to authorize approval of the 2024 MFT Resolution No. 23-003 in the amount of $300,00.00. (Clerk Note: this includes the Rebuild Illinois Grant money.) The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.
VIII. Approval of Tequilas Service Window – Ordinance No. 1532
Motion made by Council Member Nevois, seconded by Council Member Guebert to authorize approval to accept ORDINANCE NO. 1532: “AN ORDINANCE GRANTING A SPECIAL USE PERMIT UNDER TITLE XVII, CHAPTER 173 OF THE CITY OF RED BUD CODE OF ORDINANCES 2021” pertaining to the Tequilas service window. The vote was as follows: Nevois, aye; Donjon, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.
IX. Public/Guest Comment
Mayor Harbaugh wished everyone a Merry Christmas and reminded that the next council meeting will be Tuesday, January 2, 2024, at 6:00 P.M.

Motion made at 6:42 P.M. by Council Member Hanebutt, seconded by Council Member Nevois, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
