The meeting of the County Commissioners of Monroe County, Illinois was called to order at 9:00 a.m. by Chairman George E. Green.
The meeting opened with the Pledge of Allegiance.
Chairman George E. Green, Commissioner Dennis Knobloch and Commissioner Vicki Koerber were present.
Others present included County Clerk Jonathan McLean, State’s Attorney Ryan Webb, Sheriff Neal Rohlfing, Sheila Wetzler, Oak Hill Administrator Shari Kruep, Scott Woodsmall of the Republic-Times, Zoning Administrator Chris Voelker, Pat Kelly and Sidney Horn.
Chairman Green asked for public comments. There were none.
Commissioner Knobloch made a motion to approve the following County bills and payroll for payment. Seconded by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve meeting minutes for the January 2, 2024 Board meeting. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Knobloch made a motion to approve the Oak Hill Care Center Accounts Payable. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Knobloch made a motion to approve the appointment of Shari Kruep to the Mid-America Workforce Investment Board for term to commence on January 16, 2024 and term to expire on or when a successor is appointed and has qualified. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-2
Shari Kruep came before the Board to present the Oak Hill Care Center monthly report. No action was taken on the report.
Zoning Administrator Chris Voelker came before the Board to present a flood plain variance request. The applicant is Brian Edler, 2060 Outlet Road, PIN # 14-02-400-004. The variance is to build an agriculture shed on the property. Commissioner Knobloch made a motion to approve the variance request. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
County Clerk Jonathan McLean presented two ordinances to amend the Mapping and Platting Chapter of the Monroe County Code. The County Clerk was given map making responsibility in December 2022 due to an unexpected resignation of the past Mapping and Platting Director. The County Clerk explained that
the county code needs to be amended to reflect the change in administrative authority over mapping and platting.
Commissioner Koerber made a motion to approve an ordinance to abolish the current form of Chapter 23, Article 2 and adopt a new Chapter 23, Article 2 of the Monroe County Code of Ordinances regarding the administration of mapping and platting. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #24-1
Commissioner Koerber made a motion to approve an ordinance to amend Chapter 23, Article 1, Section 18 of the Monroe County Code of Ordinances regarding the mapping and platting fee. This ordinance changes the fund where the mapping and platting fee is deposited. It will now be deposited in the GIS Fund. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Ordinance #24-2
Ambulance Director Carla Heise came before the Board to seek approval to attend the American Ambulance Association Conference and Trade Show. The event will be held in Nashville, Tennessee in April 2024. Commissioner Knobloch made a motion to approve. Second by Commissioner Koerber. All voting Aye. None Nay. None Absent. Motion carried.
Commissioner Koerber made a motion to approve going into closed session for the purpose of litigation. Second by Commissioner Knobloch. All voting Aye. None Nay. None Absent. Motion carried. Resolution #24-3
