City of Waterloo City Council met Jan. 16.

Here are the minutes provided by the council:

1. The meeting was called to order by Mayor Darter at 7:30 p.m.

2. The following Aldermen were present: Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Row, and Most.

3. Pledge of Allegiance led by Mayor Stan Darter.

4. Correction or Withdrawal of Agenda Items by Sponsor. None.

5. Approval of Minutes as Written or Amended.

Approval of the January 02, 2024, City Council Meeting Minutes.

Motion made by Alderman Hopkins and seconded by Alderman Matt Buettner to approve the January 02, 2024, City Council Meeting Minutes.

Motion passed unanimously with Aldermen Hopkins, Trantham, Charron, Kyle Buettner, Row, Most, Vogt, and Matt Buettner voting ‘aye’.

6. Petitions by Citizens on Non-Agenda Items. None.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector - Shawn Kennedy

The report is in the packet.

Motion to accept the Collection Report was made by Alderman Most and seconded by Alderman Row.

Motion passed unanimously with Aldermen Most, Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, and Row voting ‘aye’.

B. Report of Treasurer – Brad Papenberg

The report is in the packet.

Motion to accept the Treasurer Report was made by Alderman Matt Buettner and seconded by Alderman Hopkins.

Motion passed unanimously with Aldermen Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Row, Most, and Vogt voting ‘aye’.

C. Report of Subdivision and Zoning Administrator – Nathan Krebel

The report is in the packet.

Motion to accept the Subdivision and Zoning Administrator Report was made by Alderman Kyle Buettner and seconded by Alderman Vogt.

Motion passed unanimously with Aldermen Kyle Buettner, Row, Most, Vogt, Matt Buettner, Hopkins, Trantham, and Charron voting ‘aye’.

D. Report of Building Inspector / Code Administrator – Brad Yearian. No report.

E. Report of Director of Public Works – Tim Birk.

On January 15, 2024, a water main broke at the intersection of Moore and Highway 156 (Park Street). Despite the cold weather, the water was not shut off during the repair, which took approximately four hours.

F. Report of Chief of Police. No report.

G. Report of City Attorney. No report.

H. Report and Communication by Mayor.

1. Re-Appointment of Ken Hartman Jr. to the Zoning Board of Appeals for a 5-Year Term to expire 02-01-29.

The re-appointment was approved unanimously with Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Row, and Most voting ‘aye’.

2. Re-Appointment of Lauren Poettker to the Zoning Board of Appeals for a 5-Year Term to expire 02-01-29.

The re-appointment was approved unanimously with Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, Row, and Most voting ‘aye’.

3. Presentation of Commendation to Chief of Police Jeff Prosise in Recognition of his Retirement and 23 Years of Service to the City of Waterloo, IL.

4. Swearing in of Deputy Chief of Police Dane Luke as the Chief of Police for the City of Waterloo, IL.

8. Report of Standing Committees. None.

9. Report of Special Committees. None.

10. Presentation of Communications, Petitions, Resolutions, Orders and Ordinances by Aldermen. None.

11. Unfinished Business. None.

12. Miscellaneous Business.

A. Consideration and Action on Approval of a Full-Page Back Cover Ad to be placed in the 2024 Waterloo Chamber of Commerce – Community Profile and Resource Guide in the amount of $1,599.00 to be paid from the Community Relations Fund.

Motion made by Alderman Hopkins and seconded by Alderman Kyle Buettner on Approval of a Full-Page Back Cover Ad to be placed in the 2024 Waterloo Chamber of Commerce – Community Profile and Resource Guide in the amount of $1,599.00 to be paid from the Community Relations Fund.

Comments: None.

Motion passed unanimously with Aldermen Hopkins, Trantham, Charron, Kyle Buettner, Row, Most, Vogt, and Matt Buettner voting ‘aye’.

B. Consideration and Action on Approval of Current Zoning Map dated 10-03-23. Motion made by Alderman Hopkins and seconded by Alderman Row on Approval of Current Zoning Map dated 10-03-23.

Comments: This is a yearly approval process. The only change in the map is the annexation of Remlok Phase 6 into the City in 2023.

Motion passed unanimously with Aldermen Hopkins, Trantham, Charron, Kyle Buettner, Row, Most, Vogt, and Matt Buettner voting ‘aye’.

C. Consideration and Action on Approval of Exterior Building Materials for the Zahnow Elementary School Expansion.

Motion made by Alderman Row and seconded by Alderman Most on Approval of Exterior Building Materials for the Zahnow Elementary School Expansion.

Comments: The Zoning Administration stated the Planning Committee gave a favorable recommendation to allow “American Fiber Cement” which is a comparable material to the ordinance.

The Aldermen voted as follows:

AYE – Row, Most, Matt Buettner, Hopkins, Trantham, and Kyle Buettner.

NAY – None.

ABSTAIN – Vogt and Charron.

ABSENT – None.

Motion Passed by a vote of 6/0/2/0

D. Consideration and Action on Approval of the Remlok Phase 5 Final Plat. Motion made by Alderman Kyle Buettner and seconded by Alderman Row on Approval of the Remlok Phase 5 Final Plat.

Comments: The Zoning Administration mentioned that Remlok Phase 5 is a two-lot expansion.

Motion passed unanimously with Aldermen Kyle Buettner, Row, Most, Vogt, Matt Buettner, Hopkins, Trantham, and Charron voting ‘aye’.

E. Consideration and Action on Approval of a Special Event Permit Application submitted by Randy’s RR Bar for their 33rd Anniversary Block Party to be held August 09, 2024, 7:00 p.m., through August 10, 2024, 11 p.m., including the closure of Main Street between Mill Street and the alley south of Stubborn Germany Brewery; and, several parking spaces on the south side of Mill Street east of Main Street.

Motion made by Alderman Hopkins and seconded by Alderman Vogt on Approval of a Special Event Permit Application submitted by Randy’s RR Bar for their 33rd Anniversary Block Party to be held August 09, 2024, 7:00 p.m., through August 10, 2024, 11 p.m., including the closure of Main Street between Mill Street and the alley south of Stubborn Germany Brewery; and, several parking spaces on the south side of Mill Street east of Main Street.

Comments: None.

Motion passed unanimously with Aldermen Hopkins, Trantham, Charron, Kyle Buettner, Row, Most, Vogt, and Matt Buettner voting ‘aye’.

F. Consideration and Action on Approval of a Special Event Permit Application submitted by Stubborn German Brewery for their Annual StubbornFest to be held on September 27, 2024, 3:00 p.m., through September 28, 2024, 11 p.m., including the closure of Main Street between Mill Street and the alley south of Stubborn German Brewery.

Motion made by Alderman Most and seconded by Alderman Hopkins on Approval of a Special Event Permit Application submitted by Stubborn German Brewery for their Annual StubbornFest to be held on September 27, 2024, 3:00 p.m., through September 28, 2024, 11 p.m., including the closure of Main Street between Mill Street and the alley south of Stubborn German Brewery.

Comments: None.

Motion passed unanimously with Aldermen Most, Vogt, Matt Buettner, Hopkins, Trantham, Charron, Kyle Buettner, and Row voting ‘aye’.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. The Mayor and Aldermen congratulated and wished Jeff Prosise all the best in his retirement. They also welcomed and congratulated newly appointed Chief Dane Luke.

14. Motion to Adjourn made by Alderman Vogt and seconded by Alderman Matt Buettner. Motion passed with a unanimous voice vote.

Mayor Darter adjourned the meeting at 7:50 p.m.
