City of Red Bud Public Works Committee met Jan. 15.

Here are the minutes provided by the committee:

Committee Members Present: Curt Guebert, Mike Rheinecker, Bill Hanebutt, Kyle Donjon, Ben Schwartzkopf

Committee Members Absent: None

Council Members Present: Jeremy DeMond, Rodney Nevois, Alan Piel Council

Members Absent: None

Others Present: Mayor Susan Harbaugh, City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, City Clerk Joanne Cowell

Others Absent: Admin. Assist. Pam Poetker

Committee Chairman Guebert called the meeting to order at 6:11 P.M.

Old Business

I. Power Plant

A. Plant Report

Normal generation runs are as per the schedule. Currently unit 8 is down, and Eckart is waiting on a part to come in. It should be up in a couple of weeks.

II. Utilities/Streets

A. Electric

C. Water – Aerator Replacement Project

The aerator project is complete. Eckart is waiting on the final invoice and is working with Poetker to complete the closing paperwork.

D. Sewer

New Business

I. Approval of Prior Month’s Meeting Minutes – Meeting December 18, 2023 Recommendation made by Committee Chairman Guebert, seconded by Committee Member Hanebutt, to approve the minutes from the December 18, 2023, meeting. Motion Carried

II. Request Authorization to Advertise for Part-Time Summer Help If Needed Recommendation made by Committee Chairman Guebert, seconded by Committee Member Schwartzkopf, to authorize approval to advertise for part-time summer help. Motion carried.

III. Illinois Municipal Electric Agency (IMEA) Contract Extension IMEA is holding a Webinar, mainly for the attorneys. Although Eckart will attend the Webinar, he, as a board member, will not be able to speak, due to Open Meetings Act rules. If anyone has any questions, please forward them to Josh. This is at the beginning of discussions/information point.

IV. Utility Gas Management (UGM) Long-Term Discount Extension Consideration of a long-term contract (20-30 years) is being discussed. It is a prepayment plan, which could save on the cost of gas. There will be more information coming on this.

V. Authorization of Repair Estimate for Unit #9 – 2013 Elgin Sweeper Recommendation made by Committee Chairman Guebert, seconded by Committee Member Donjon, to authorize approval of the bid from Key Equipment & Supply Co., NTE $6,400, plus additional cost for freight, for repairs to the streetsweeper. Motion carried.

VI. Public Comments/Anything for the Good of the City

Eckart said that Derek Allen is up for a step increase as water technician on February 19th, but it missed getting on the committee agenda. It will be added to the February 5th council agenda, to take effect on the first full pay period after February 19, 2024.

Council Member Nevois questioned the age of the water wells at the river. Eckart said the wells are owned by the city and the land is leased from KRPD, which started in 1990. The wells are maintained regularly and Eckart said that currently we are running on one well, due to repairs to well #2, but it is possible to run both wells at the same time or run just one well. Eckart is planning to have the wells checked and cleaned on a routine rotation. If they are maintained, the wells have an indefinite life expectancy. The goal is to get 400 gallons of raw flow a minute into the plant.
