City of Pinckneyville City Council met Feb. 12.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. City Attorney Don Bigham requested to add an Executive Session to the meeting for the discussion of: 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules and 2 (c) (5) Purchase or lease of real property for the use of the public body. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, Fire Chief Jim Gielow, and Utility Superintendent Brad Boulton. The Pledge of Allegiance was led by Commissioner Stotlar.

PREVIOUS MINUTES

Commissioner Kuhnert made a motion to approve the minutes of the January 22, 2024, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that Total Gross Payroll was $194,462.86 for the payroll period ending January 2024, up from last year. He stated that the regular hours of 6,747.25 and overtime hours of 330 were both up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable with seven additional invoices: Clearwave in the amount of $1,768.63; Constellation in the amount of $1,430.79; four invoices from Egyptian Electric totaling $844.27; and Frontier in the amount of $75.38 for a total added of $4,119.07. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-05 TO ENTER INTO A NON-HAZARDOUS WASTE SERVICE AGREEMENT WITH PERRY RIDGE LANDFILL, INC. (SLUDGE DISPOSAL)

Commissioner Kuhnert presented Resolution No. R-2024-05, a resolution placed on file at the January 22, 2024, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a non-hazardous waste service agreement with Perry Ridge Landfill, Inc. for sludge disposal. Commissioner Kuhnert made a motion to approve Resolution No. R-2024-05. Commissioner Stotlar seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL OF QUOTE FROM MUNICIPAL EQUIPMENT FOR TWO REPLACEMENT PUMPS FOR LIFT STATION

Commissioner Kuhnert requested approval of a quote from Municipal Equipment in the amount of $5,934.00 for two replacement pumps for a lift station to be paid from the sewer fund. Commissioner Kuhnert made a motion to approve the request, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

PURCHASE 1997 FORD F350 BUCKET TRUCK FROM BRAND ELECTRIC

Commissioner Kuhnert requested approval to purchase a 1997 Ford F350 Bucket Truck from Brand Electric in the amount of $8,500.00 to be split from street (1/2), sewer (1/4), and water (1/4) departments. Commissioner Kuhnert made a motion to approve the purchase, which was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

APPROVAL OF QUOTE FROM LOGIC FOR TWO REPLACEMENT RADIOS

Commissioner Kuhnert requested approval of a quote from Logic in the amount of $4,632.00 for the replacement of two radios to be included in a system upgrade to be paid from the water fund. Commissioner Kuhnert made a motion to approve the request, which was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-06 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO A MOWING CONTRACT WITH JAY RAY (CITY LAKE)

Commissioner Kuhnert introduced Resolution No. R-2024-06, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a mowing contract with Jay Ray (City Lake). This is a two-year contract. Commissioner Kuhnert made a motion to place on file Resolution No. R-2024-06. Commissioner Peradotta seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-07 AUTHORIZING THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS, TO ENTER INTO A MOWING CONTRACT WITH JAY RAY (OLD SOCCER FIELDS)

Commissioner Kuhnert introduced Resolution No. R-2024-07, a resolution to be placed on file, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a mowing contract with Jay Ray (Old Soccer Fields). This is a two-year contract. Commissioner Kuhnert made a motion to place on file Resolution No. R-2024-07. Commissioner Hicks seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-03 TO ENTER INTO AN AGREEMENT WITH RICE SULLIVAN, LLC, FOR ANNUAL AUDIT SERVICES

Commissioner Stotlar presented Resolution No. R-2024-03, a resolution placed on file at the January 22, 2024, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into an agreement with Rice Sullivan, LLC, for annual audit services. This is a three-year contract. Commissioner Stotlar made a motion to approve Resolution No. R-2024-03. Commissioner Hicks seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

SET MUNICIPAL CALENDAR FOR 2024 CITY COUNCIL MEETINGS

Mayor Spencer announced the Pinckneyville City Council will hold regular council meetings on the second and fourth Mondays of each month at 6:00 p.m. in the Council Chambers, City Hall, 104 S. Walnut Street, Pinckneyville, Illinois. Meetings falling on holidays will be held on the following Tuesday at 6:00 p.m. Further notice will be given of Special, Rescheduled or Reconvened Meetings. Commissioner Peradotta made a motion to approve the 2024 City Council Meeting dates. The motion was seconded by Commissioner Hicks. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RESOLUTION NO. R-2024-04 TO ENTER INTO A NON HAZARDOUS WASTE SERVICE AGREEMENT WITH PERRY RIDGE LANDFILL, INC. (CONSTRUCTION AND DEMOLITION DISPOSAL)

Mayor Spencer presented Resolution No. R-2024-04, a resolution placed on file at the January 22, 2024, regular council meeting, authorizing the City of Pinckneyville, Perry County, Illinois, to enter into a non-hazardous waste service agreement with Perry Ridge Landfill, Inc. for construction and demolition disposal. Commissioner Kuhnert made a motion to approve Resolution No. R-2024-04. Commissioner Hicks seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ORDINANCE NO. O-2024-01 TO AMEND SECTION 52.030 OF THE CODE OF ORDINANCES OF THE CITY OF PINCKNEYVILLE, PERRY COUNTY, ILLINOIS TO REVISE WATER AND SEWER RATES

Mayor Spencer presented Ordinance No. O-2024-01, an ordinance placed on file at the January 22, 2024, regular council meeting, to amend Section 52.030 of the Code of Ordinances of the City of Pinckneyville, Perry County, Illinois to revise water and sewer rates. Commissioner Kuhnert made a motion to approve Ordinance No. O-2024-01, which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to move the meeting to Executive Session at 6:11 p.m. for the discussion of: Section 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules and 2 (c) (5) Purchase or lease of real property for the use of the public body. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to return to the regular meeting at 6:43 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Kuhnert to adjourn the meeting at 6:44 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
