City of Red Bud Recreational Facilities Committee met Feb. 19.

Here are the minutes provided by the committee:

Committee Members Present: Kyle Donjon, Bill Hanebutt, Rodney Nevois, Alan Piel, Jeremy DeMond

Committee Members Absent: None

Council Members Present: Curt Guebert, Mike Rheinecker

Council Members Absent: Ben Schwartzkopf

Others Present: Mayor Susan Harbaugh, City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, Adm. Assist. Pam Poetker, City Clerk Joanne Cowell

Committee Chairman Donjon called the meeting to order at 6:25 P.M.

Old Business

I. Ratz Park Project Update

A. Bids

Jeff Mueller explained the Ratz Park Revitalization Bid Results & Options, which had been included in the packets. Mueller will contact IDNR to secure their approval to remove the exercise equipment from the project scope, keep the concrete pad and build a restroom rather than the pre-cast concrete building. The options will get the project down from $932,653.67 to an estimated $815,000.

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Hanebutt to authorize approval for the city attorney to review all contracts before the March meeting. Vote as follows: Donjon, aye; Hanebutt, aye; Nevois, abstain; Piel, aye; DeMond, aye. Recommendation Carried

New Business

I. Approval of Prior Month’s Meeting Minutes – January 15, 2024

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Nevois to approve the minutes from the January 15, 2024, meeting. Carried

II. YMCA Pool Agreement 2024 Season

The main changes to the 2024 YMCA Pool Agreement are a marketing plan presented by the YMCA and narrative monthly reporting during the season.

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Piel to authorize approval of the “AGREEMENT BETWEEN THE CITY OF RED BUD AND THE GATEWAY YMCA FOR THE 2024 OPERATION AND MANAGEMENT OF THE RATZ PARK POOL.” Carried

III. Traube – Quote for Awning Replacement at Pool

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Hanebutt to authorize approval of the quote from Traube Tents and Structures for the replacement awning at the pool, NTE $4,000. Carried

IV. Lifeguard Chair Proposals

Recommendation made by Committee Chairman Donjon, seconded by Committee Member Hanebutt to authorize approval for Superintendent Eckart to replace the one elevated pool lifeguard chair, NTE $2,500. Carried

V. Public Comments/Anything for the Good of the City

Chairman Donjon thanked everyone who has been involved with the splash pad project.

Committee Member Nevois said that a couple of months back the council had approved for Superintendent Eckart to put riprap around the lake at the NCCC hole #3 cart path. There is an overflow pipe there which has separated and has holes in it, causing geysers to spray out every time it rains and there is an overflow. After discussion, Nevois will check the lease the city has with NCCC to see who is responsible.
