Mayor Hill called the City Council of Columbia, Illinois to order at 7:02 PM.
B. RollCall
Present: Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, and Nobbe.
Absent: None.
Quorum present.

Mayor Hill administered the Oath of Office to Officer Zachary Corder.

F. Comments & Announcements- Mayor
Mayor Hill announced Art in the Park will be held Saturday, June 9, 2024 at Metter Park and Limb Pickup will run through April 12, 2024.

Director James Mitchell provided an overview of the Information Technology Department.
I. Consent Agenda
City Clerk Hitzemann read the Consent Agenda.
1. Motion to Approve Minutes of the March 18, 2024 Regular City Council Meeting
2. Motion to Approve Closed Session Minutes of the March 18, 2024 Regular City Council Meeting
3. Motion to Approve Payment of Vouchers for the Period of March 14, 2024 through March 25, 2024 totaling $130,700.89
4. Motion to Approve Statement of Funds for February 29, 2024
5. Motion to Approve Special Event Application – City of Columbia Christmas Tree Lighting Ceremony (November 30, 2024)
Mayor Hill inquired if the Council wished to remove any items prior to a motion. There were none.
Motion:
It was moved by Alderman Lawlor, and seconded by Alderman Huch, to approve the Consent Agenda as read.
Motion Passed.

J. Unfinished Business
1. Discussion of Municipal Code Update
Mayor Hill announced the City recently issued a RFP for the code recodification. The City received responses from American Legal Publishing and Municode. After issuing the RFP, General Code contacted the City, indicating a willingness to address outstanding concerns with the draft they provided. Mayor Hill reviewed base costs and estimated completion timeframe with the Council.
Mayor Hill stated he would like to get Aldermen Niemietz, Huch, and Holtkamp involved with this process and a decision would be made soon.

L. Closed Session
Mayor Hill informed the Council that he would entertain a motion to go into Closed Session pursuant to 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body and 5 ILCS 120/2(c)(6) Setting of a Price for Sale or Lease of Property Owned by the Public Body.
Motion:
It was moved by Alderman Niemietz, and seconded by Alderman Nobbe, to direct the Mayor to go into Closed Session at 7:30 PM pursuant to 5 ILCS 120/2(c)(1) Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees of the Public Body and 5 ILCS 120/2(c)(6) Setting of a Price for Sale or Lease of Property Owned by the Public Body.
Motion Passed.

Mayor Hill called the Regular Session of the City Council back to order at 7:49 PM. Upon return to Regular Session, Aldermen Niemietz, Huch, Holtkamp, Riddle, Garmer, Khoury, Lawlor, Nobbe, and Mayor Hill were present.
M. Announcements
Mayor Hill called for a Committee of the Whole Meeting on Tuesday, April 9, 2024 at 6:00 PM for a Fiscal Year 2025 Budget Workshop.
N. Adjournment
Motion:
It was moved by Alderman Garmer, and seconded by Alderman Nobbe, to adjourn the Regular City Council meeting held Monday, April 01, 2024 at 7:52 PM.
