City of Red Bud City Council met April 15.

The City Council of Red Bud, Randolph County, Illinois met on Monday, April 15, 2024, at 7:08 P.M. at Red Bud City Hall, City Council Chambers.

Members Present: Mayor Susan Harbaugh, Curt Guebert, Ben Schwartzkopf, Mike Rheinecker, Bill Hanebutt, Jeremy DeMond, Rodney Nevois, Kyle Donjon, Alan Piel

Members Absent: None

Others Present: City Attorney Rick Cooper, City Superintendent Josh Eckart, Code Admin./City Engineer Jeff Mueller, Police Chief John Brittingham, City Clerk Joanne Cowell

I. Call to Order at 7:08 P.M. by Mayor Susan Harbaugh

II. Roll Call by Clerk Joanne Cowell

III. Final FY’24 Invoices

Motion made by Council Member Hanebutt, seconded by Council Member Nevois to authorize approval to pay the FY’24 Final Listed Invoices. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

IV. Line-Item Transfers

Motion made by Council Member Nevois, seconded by Council Member Rheinecker to authorize approval of the FY’24 Line-Item Transfers as submitted. The vote was as follows: Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye. Motion carried.

V. Personnel Matters

A. Administrative Officer

Motion made by Council Member Hanebutt, seconded by Council Member Guebert to approve authorization to hire Jill Landgraf as Administrative Officer, pending physical and drug test results. The vote was as follows: Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye. Motion carried.

B. Finance Officer

Motion made by Council Member Hanebutt, seconded by Council Member Donjon to approve authorization to hire Elizabeth Cowell as Finance Officer, with an effective date of March 6, 2024. The vote was as follows: Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye. Motion carried.

C. Other Issues

Motion made by Council Member Hanebutt, seconded by Council Member Guebert to approve authorization to eliminate appointments for the ESDA Coordinator, the Animal Control Officer, full and part-time patrolman. The vote was as follows: DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye. Motion carried.

VI. FOP Contract

No action taken.

VII. Approval to Hire Two Part-Time Police Officers

Motion made by Council Member Hanebutt, seconded by Council Member Guebert to approve authorization to hire two part-time officers, pending physical, psychological and drug test results. The vote was as follows: Nevois, aye; Donjon, aye; Piel, aye; Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye. Motion carried.

VIII. Approval of Layne Christensen Co. Proposal – Well #2

Motion made by Council Member Schwartzkopf, seconded by Council Member Guebert to authorize approval of the Layne Christensen Co. proposal for repairs to Well #2, NTE $25,810. The vote was as follows: Schwartzkopf, aye; Guebert, aye; Rheinecker, aye; Hanebutt, aye; DeMond, aye; Nevois, aye; Donjon, aye; Piel, aye. Motion carried.

IX. Public/Guest Comment

Superintendent Eckart mentioned that there will be a public hearing for the closeout of the aerator grant at 5:45 P.M. on April 24, 2024, before the Economic Development meeting.

X. Adjournment

Motion made at 7:11 P.M. by Council Member Hanebutt, seconded by Council Member Donjon, to adjourn the meeting. The vote was as follows: all ayes. Motion carried.
