City of Pinckneyville City Council met April 22.

Here are the minutes provided by the council:

ROLL CALL

Mayor Spencer called the regular meeting of the Pinckneyville City Council to order at 6:00 p.m. in the Council Chambers, City Hall. Members present: Commissioners Kevin B. Hicks, Joshua L. Kuhnert, Sammy D. Peradotta, William B. Stotlar, and Mayor Robert L. Spencer. Mayor Spencer declared a quorum present. Mayor Spencer announced the agenda was set. Administrative staff present: City Clerk Melissa Kellerman, City Attorney Don Bigham, and Fire Chief Jim Gielow. The Pledge of Allegiance was led by Commissioner Hicks.

PREVIOUS MINUTES

Commissioner Hicks made a motion to approve the minutes of the April 8, 2024, regular council meeting. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

TREASURER’S REPORT

Commissioner Stotlar reviewed the treasurer’s report and stated that the ending balance total for the period ending March 2024 was $10,532,073.18 and unrestricted balance total was $2,606,704.57, both up from last year. Commissioner Stotlar made a motion to approve the treasurer’s report. The motion was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ACCOUNTS PAYABLE

Commissioner Stotlar made a motion to approve the accounts payable with three additional invoices totaling $1,254.13: Companion Life in the amount of $296.23, Sparklight in the amount of $130.01, and Verizon Wireless in the amount of $827.89. The motion was seconded by Commissioner Peradotta. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

STREET CLOSURES FOR ST. BRUNO CATHOLIC CHURCH ANNUAL PICNIC

Commissioner Hicks presented a request from St. Bruno Catholic Church to close various streets and request no parking areas surrounding the parish grounds and the Columbian Club from 10:00 a.m. July 20, 2024, until 8:00 a.m. on July 21, 2024, for the annual parish picnic. A map was provided of the streets to be closed, and Jennifer Robb was present to represent St. Bruno Church. After looking at the map, Commissioner Hicks suggested also closing North Sullivan Street from Clinton Street to the Knights of Columbus Hall for safety purposes. He then made a motion to approve the request, which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST TO PUT UP VETERANS’ BANNERS ON STREET LIGHT POLES

Commissioner Hicks presented a request from Tara Conner of Purely Pinckneyville to put up the Veterans’ banners on the street light poles. Commissioner Hicks requested confirmation from Ms. Conner that the banners would be taken down ahead of Mardi Gras for the light pole decorating contest. Ms. Conner confirmed they would. Commissioner Hicks then made a motion to approve the request, which was seconded by Commissioner Kuhnert. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

REQUEST APPROVAL FOR KUHNERT ELECTRIC TO INSTALL NEW LIGHTING AT THE PICKLEBALL COURTS AT THE CITY PARK

Commissioner Kuhnert presented a request from Dan Naugle, Park Manager, to replace the lighting at the pickleball courts. He requested approval to pay Kuhnert Electric $4,500.00 for lighting and installation at the pickleball courts at the City Park to be paid from the Park Fund. Kuhnert Electric stated they could purchase the lighting and complete installation for $4,500.00. Brand Electric was also contacted and declined to submit a quote. City Attorney confirmed that Commissioner Kuhnert is now owner of Kuhnert Electric and will abstain from the vote. Commissioner Kuhnert made a motion to approve the request which was seconded by Commissioner Stotlar. On roll call: Commissioners Hicks, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Abstained: Commissioner Kuhnert. Motion declared carried.

REQUEST APPROVAL TO PAY FOR INITIAL START-UP WITH UNLIMITED PLAY FOR ADA COMPLIANT ALL-INCLUSIVE PLAYGROUND EQUIPMENT AT THE CITY PARK

Commissioner Kuhnert requested approval to pay Unlimited Play $10,000.00 for initial start-up to begin designing and fundraising for the new ADA compliant all-inclusive playground equipment at the City Park to be paid from the Park Fund Capital Outlay. Commissioner Kuhnert stated Unlimited Play had given a presentation to the City Council on February 26, 2024, and that the Pinckneyville Hospital had already raised $1,500.00. Commissioner Hicks stated it was a lot of money for playground equipment. Commissioner Kuhnert stated this allows Unlimited Play to start designing the new playground and add the project to their fundraising website. He reminded the Council this is ADA compliant playground equipment and stated most of the funds for the playground will come from donations which could take about two years of fundraising. Commissioner Hicks said the park never had to have ADA compliant all-inclusive before, and he’s afraid the City will be stuck with a large bill like they were with the soccer field. Commissioner Stotlar said he understood they wouldn’t start building it until the fundraising was complete. Commissioner Kuhnert made a motion to approve the request which was seconded by Commissioner Peradotta. On roll call: Commissioners Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: Commissioner Hicks. Motion declared carried.

ORDINANCE NO. O-2024-03 APPROVING THE ESTIMATE OF REVENUES FOR THE CITY OF PINCKNEYVILLE FOR FISCAL YEAR ENDING APRIL 30, 2025

Commissioner Stotlar presented Ordinance No. O-2024-03, an ordinance placed on file at the April 8, 2024, regular council meeting, approving the estimate of revenues for the City of Pinckneyville, Perry County, Illinois, for fiscal year ending April 30, 2025. Commissioner Stotlar made a motion to approve Ordinance No O-2024-03. Commissioner Peradotta seconded the motion. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT TO EXECUTIVE SESSION

Commissioner Hicks requested to an Executive Session for the discussion of Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee. Motion by Commissioner Peradotta, seconded by Commissioner Kuhnert to move the meeting to Executive Session at 6:13 p.m. for the discussion of: Section 2 (c) (1) Appointment, employment, compensation, discipline, performance, or dismissal of an employee and Section 2 (c) (2) Collective negotiating matters or deliberations concerning salary schedules. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

RETURN TO REGULAR MEETING

Motion by Commissioner Peradotta, seconded by Commissioner Stotlar to return to the regular meeting at 6:55 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.

ADJOURNMENT

Motion by Commissioner Hicks, seconded by Commissioner Kuhnert to adjourn the meeting at 6:56 p.m. On roll call: Commissioners Hicks, Kuhnert, Peradotta, Stotlar, and Mayor Spencer voted YEA. NAYS: None. Motion declared carried.
